The Cuban Prison Documentation Center registered a total of 91 events related to people deprived of liberty in Cuba.

Lima, Peru – The Cuban Prison Documentation Center (CDPC) registered during the month of July a total of 68 violations against inmates within the prisons on the island, including two that resulted in the death of Yan Carlos González, 44 -year -old Cuban, and Jimmy Gerardo Castrillo, 51 -year -old Costa Rican.

A recent report From the organization, he accounted for 91 events related to people deprived of liberty in Cuba. Of that number, 77 occurred in prisons and detention centers of 13 provinces of the country and the special municipality Island of Youth.

On the other hand, the events that occurred outside prisons refer mainly to criminal proceedings, releases and international pronouncements in favor of persons deprived of liberty for political reasons.

Havana, Mayabeque and Santiago de Cuba appear as the provinces where the greatest number of violations were recorded. Meanwhile, the most designated prison centers were the team combined, the prison of the green sea and the provincial prison of Pinar del Río.

“Human rights violations were documented against at least 51 people deprived of liberty – 10 women and 41 men – while eight complaints made reference to situations that collectively affect the penitentiary population of specific centers,” says the report.

Political prisoners José Daniel Ferrer Garcia (Prison of Mar Verde), Roberto Pérez Fonseca and Juan Enrique Pérez Sánchez (Prison of Quivicán, Mayabeque), Duannis Dabel León Taboada (Combined del Este) and Maykel Castillo Pérez (Provincial Prison of Pinar del Río) were the people with the greatest number of repressive incidents against them.

Political prisoners, opponents and Afro -descendants remain the most vulnerable groups to the violations of the Cuban regime within their prisons. In this regard, the CDPC emphasizes that several categories of vulnerability can coincide in a person.

In addition, the Center totally or partially identified 5 women and 11 men directly involved in the execution of documented violations. Of these, 14 are officials of the penitentiary system and one is an official State Security that operates within the prisons.

The most frequent repressive incidents during the month were those related to forms of harassment and repression (55), followed by the denial of medical care (23), communication restrictions (11) and cases of beating and physical torture (10). An event can contain several types of incidents, the report underlines.

In another Complementary reportthe CDPC details the delicate health conditions and without access to adequate medical care of people deprived of liberty in Cuba.

In this regard, monitoring expand over 15 specific cases during July 2025 that confirm the persistence of a systematic pattern of deliberate medical negligence that constitutes institutionalized torture against prisoners on the island.

The text denounces that the Castro regime uses health as a tool for punishment, political control and psychological brokenness, in open violation of the principles of medical neutrality and international obligations of the Cuban State.

Documented cases show how this pattern is manifested by the intentional omission of diagnoses for potentially mortal diseases, the denial of specialized treatments, the demand for political authorizations to access even basic care and the abandonment of people in critical condition.
