or there are mitigating factors: fatal attacks against journalists have multiplied in recent years in Mexico, without the institutional effectiveness to stop such murders being proportional (which are not the only physical attacks on the union), much less to prevent them.

Such attacks are especially relevant insofar as the victims belong to an office of high public interest, that of reporting and analyzing important events in society. But such stories of pain are part of the great national tragedy: similar criminal acts occur daily throughout the country. It is not an alibi, but a lament: the murdered journalists are only a tiny part of the number of violent deaths, regularly sunk in impunity.

The context in which journalism develops in Mexico is not, technically, that of a civil war, but that of a nation whose accumulated problems explode through violence and the supremacy of the strongest, or best armed, or most empowered not to receive punishment.

However, it is worth noting that ordinary Mexican journalism, which is where the murders are concentrated, usually lives in precarious work situations, exploited by businessmen who use it as a bargaining chip for their really profitable businesses, and that journalism is also affected Monetarily destitute, it must be said, by the widespread tentacles of organized crime and its political or governmental branches.

Having raised the above, it is important to differentiate the protests and denunciations of ordinary journalism, from which the reality of an unfair system suffers, from the opportunism of personalities, media, companies and organizations of the journalistic elite that in Mexico and abroad seek to benefit politically from the misfortune that they have caused through their alliances, silences and complicity.

Yes: we must raise our voices demanding justice in the cases of fallen journalists, the most recent in Chilpancingo, Guerrero, Fredid Román. But we must reject and denounce the lucrative cynical complaint of the voices that from the elites, from the powers, current or displaced, plunged the nation into the current crisis and now try to disguise themselves as hurt critics, sorry spokesmen, saviors and heroes. of a journalism that they have never really honored or defended.

Such an initiative will receive preferential treatment, in accordance with the presidential attributions, to be analyzed and voted on in 30 days. If approved, since Morena and her allies have a simple majority of votes (half plus one of the votes of the legislators present), it would go to the Senate, where it would also have a period of 30 days for processing.

The current Constitution, in its article 21, mentions on two occasions that the National Guard has a civilian character. That is to say, not only that at the formal head of it is a civilian (so be it, forcing the justification, the fact that the President of the Republic is), but that such Guard has a full civil identity.

It will be necessary to see the way in which the Presidency of the Republic will try to modify a law to militarize the National Guard when the Constitution prohibits it. Morena and her allies have a simple majority, as has been said, to approve such legal reforms, which are not constitutional, but probably such reforms will be submitted to the final resolution of the Supreme Court of Justice of the Nation.
