The Government officially made the appointment of the former minister on Monday 1 Julio Javier Demartini Montes as senior management advisor of the Office of the Presidency of the Council of Ministers (PCM).
The measure was established in Ministerial Resolution No. 216-2025-PCM, signed by the current head of the PCM, Eduardo Arana, and published in the Official Gazette El Peruano.
“It is resolved to designate Mr. Julio Javier Demartini Montes, in the position of Senior Directorate Advisor of the Office of the Presidency of the Council of Ministers,” says the document, which came into effect immediately.
Minister to an advisor
Julio Demartini was Minister of Development and Social Inclusion between 2022 and January 2025, when he presented his resignation after being compromised in the Qali Warma case, one of the most important social programs in the State, in charge of school food nationwide.
During its management, massive poisoning of schoolchildren in different departments of the country were reported due to the poor state of distributed foods. These facts motivated a fiscal investigation process and questions to its management of Midis.
Ongoing research
The Prosecutor’s Office investigates the former minister for the alleged crimes of incompatible negotiation and obstruction of justice. According to the fiscal thesis, Demartini would have favored certain food suppliers in Qali Warma contracts for the 2024 and 2025 years.
In addition, it is attributed to have hindered internal investigations within the MIDIS, in order to prevent irregularities from being detected in tenders and purchases related to the food program.
