A precautionary judge of the Ivirgarzama district, in the tropics of Cochabamba, determined yesterday to favor with house arrestwithout police custody or economic bond, to Felipe Cáceresthe former anti -drugs of the Government of Evo Morales. He was apprehended on Tuesday, after a cocaine hydrochloride laboratory was found, on the same property where he has an aggregate company installed.
Cáceres must comply with the determination in the municipality of Villa Tunari, where it is former mayor, and its legal domicile is registered. It must also be presented to sign the jurisdictional control notebook every 15 days.
The Minister of Government, Roberto Ríos, described the judicial determination as “disastrous”, and reported that the Prosecutor’s Office appealed the ruling. He said there were several indications to justify the imprisonment of Cáceres, by drug trafficking.
On the other hand, the leadership of Cocaleros del Chapare, legislators such as Leonardo Loza, related to former president Evo Morales, keep the speech about an alleged drug trafficking assembly, against Cáceres and leaders near the former president. “This minister has politicized the issue of drug trafficking, he decides who is guilty, who enters jail,” said the president of the Federation of Cocaleros, Carrasco Tropical, Gastón Ledezma.

“I really do not know if it is a political issue, but in social networks one sentence it, they give you a civil death, the worst thing is that they do not measure consequences, because behind me there is a family, I have children, and that (the publication of its capture for a case of drug trafficking) destroys. That they are happy, that they laugh,” Cáceres told Radio Kausachun Coca.
Cáceres was apprehended on Tuesday morning, after an anti -drug patrol found a cocaine hydrochloride laboratory, on the same plot occupied by Cáceres, which in turn belongs to the Emerald Cocaleros Union, in the Puerto Villarroel municipality in the Carrasco province.
Precisely, the doubt about the property of the land was one of the arguments so that the judge determines not to send Cáceres to jail. His capture was 48 hours after the former leading Cocalera, also close to Morales, Elba Terán, was arrested with 10 kilos of drugs, when he intended to escape in the municipality of Villa Tunari, police sources claim that it was she who provided the location of the factory.
Cáceres admitted that the tropics of Cochabamba is considered the red zone of drug trafficking, because 90% of drug factories and laboratories were discovered and destroyed in that area, especially in the municipality of Villa Tunari, a place of residence of the exviceminist and morals.
