The identity of businessman Daniel Príncipe Collazos was made public when he was driving the vehicle in which the mayor of Anguía, Nenil Medina Guerrero, a countryman and close friend of the president, tried to flee Peter Castillo, on August 9 of this year. This incident revealed Príncipe’s relationship with the “shadow cabinet” of the head of state, to which Medina belonged.
The second time was when it was revealed that Mayor Medina, a member of the ‘shadow cabinet’, awarded without bidding the qualification of a highway for 19 million soles to Grupo Constructor Parasol. The owner of the lucky business is Príncipe’s neighbor, Daniel Obregón Flores, a campaign financier for President Castillo.
The Special Team of Prosecutors against Corruption also detected that, taking advantage of its closeness to the “shadow cabinet” of President Pedro Castillo, Daniel Príncipe proposed to a friend of his who worked in the Regional Government of Áncash and that he had knowledge about hydrocarbons. It was about Hugo Chavez Arevalo.
It was precisely Daniel Prince who turned to another friend close to President Castillo, the owner of Clínica La Luz, Fermín Silva Cayotopa, to propose Hugo Chávez as president of Petroperú. He raised it as a business opportunity, because Chávez would ensure control of the million-dollar contracts for the state company.
Prosecutors documented that Daniel Príncipe and Fermín Silva managed to get the head of state to appoint Hugo Chávez as general manager of Petroperú, including chats, emails, audios and statements from those involved. However, Judge Ingrid Estacio Soria considered that there were not enough elements of conviction to order the arrest of Daniel Príncipe Collazos. The magistrate ignored that without the participation of Príncipe, Hugo Chávez could not have been appointed general of Petroperú or manipulated the tender that favored businessman Samir Abudayeh Giha, after Chávez and Abudayeh met with President Castillo at the Government Palace.
Surprisingly, Judge Ingrid Estacio only admitted arresting Samir Abudayeh and Hugo Chávez, but not Daniel Príncipe, who promoted the appointment of the latter in Petroperú. The magistrate only ordered the search of the home of the businessman Príncipe.
Among the relevant information presented by prosecutors to support the request for the arrest of Daniel Príncipe, the confession of the doctor Fermín Silva Cayotopa is toldwho accepted that at the request of his friend they met with President Castillo to propose Hugo Chávez on September 7, 2021. And that there was a second meeting between the head of state, Chávez and Silva, concluding that he supported his appointment, the same as fulfilled.
Another contribution of the Prosecutor’s Office is an audio in which Daniel Príncipe himself is heard boasting of his speech before President Castillo to name it in Petroperú:
“I grabbed and told the president: ‘President, I don’t want to be here. Give me a chance. send me to Petroperu. I want to be there. I’m going to get you better results and I’m going to manage you well’. So, he told me: ‘But you are not a specialist in hydrocarbons.’ ‘But I am a specialist in public management. I’ll bring the hydrocarbons specialist’ (I told him). And he brought Hugo (Chávez Arévalo). (He told me 🙂 ‘You have six, eight hours to get to Lima and enter the Government Palace.’ And we entered, then, at 11 pm (on September 7, 2021). We did the exhibition on hydrocarbons”.
And that’s how Hugo Chávez arrived in Petroperú. The capture of Daniel Príncipe Collazos was necessary for him to confess.
Former Petroperú manager turned himself in to the Prosecutor’s Office
The former general manager of Petroperú Hugo Chávez Arévalo was in Bolivia on Friday, November 25when Judge Ingrid Estacio ordered his arrest for aggravated collusion in a criminal organization, incompatible negotiation and instigator of the crime of influence peddling.
Yesterday, Chávez returned to Lima and shortly before noon, he turned himself in at the offices of the Prosecutor’s Officeon Abancay avenue.
Shortly before entering the establishment, He told reporters that his case was “political” and that the accusations against him were “false.” His lawyer, José Ugaz Gómez, affirmed that he ruled out taking advantage of effective collaboration because he had not committed a crime.
