After the audio broadcasts of the Captain PNP Junior Izquierdo Yarleque (a) ‘Culebra’ about the audios of conversations that would have maintained with the minister Juan José Santiváñezthe latter was summoned to the Oversight Commission of the Congress of the Republic to give his explanations, the minister presented to the president a report of an expert opinion carried out by Victor Manuel Barrientos Rodriguez where he claimed that the voice on the audios did not represent his own.
In a 2021 sentencing resolution in the department of Moquegua, a voice expert report carried out by the same expert who presented it is offered as one of the means of proof. Minister Santiváñez. This expertise was evaluated by the Supreme Court led by Judge César San Martín and It was determined that the expert Barrientos Rodríguez is not an expert that is specialized in the area of phonetics or computer science and, therefore, could not prove the truth or falsehood of any voice in audios.

The audios that ‘Culebra’ delivered to the Prosecutor’s Office
The recent audios show alleged direct pressure from the country’s president, Dina Boluarte, towards her Minister of the Interior, Juan José Santiváñez, demanding that he deactivate the Division of Investigation of Highly Complex Crimes (Diviac) as a condition of his appointment to office.
These audios, which were delivered by the captain Junior Left to the Prosecutor’s Office, suggest that Boluarte requested on up to two occasions the closure of this unit, considered inconvenient for investigating corruption in the Government environment, especially linked to his brother Nicanor Boluarte for the ‘Waykis in the shadows’ case.
In a meeting recorded in a chifa in San Borja, Junior Izquierdo recorded Minister Juan José Santiváñez while he detailed the conditions for assuming his position, stating that President Dina Boluarte insisted on the deactivation of DiviacIn the conversation, Santiváñez expressed his resistance to complying with the request, arguing that the unit is an organic part of the police system and that agreeing to the demand could lead to complaints against him.
Although Santiváñez has denied the authenticity of the audios, He did not deny his friendship with Izquierdo nor the meeting in which the recordings were allegedly made. It should be noted that the minister’s criticism of Diviac is not new, as he previously accused it of acquiring wiretapping equipment irregularly in 2019, although it was later confirmed that this equipment was in police custody.
Vladimir Cerrón’s alleged escape in a presidential car
‘Culebra’ also clarified that the ‘chest’, identified as the presidential vehicle, was used to take Vladimir Cerrón to Pisco in order to avoid his capture, since he had an order against him.
According to the captain, Santivañez made this revelation spontaneously. He also mentioned that Cerrón was under the protection of eight Cuban soldiers.
At another point, he indicated that he was also asked for information about the investigation involving Nicanor Boluarte, the brother of the current president of the Republic.
