In the midst of the wave of questions against him, the State Attorney General, Juan Lanchipa, stated this Thursday that “at no time did he give any instructions to paralyze the process” initiated against former President Evo Morales for the alleged commission of the crime of human trafficking.
“The undersigned prosecutor of the State, at no time gave any instructions to paralyze the indicated process, given that said arrest warrants issued by the Commission of Prosecutors They were not left without effect by the Public Ministry, but by a determination of a judge constituted, as a judge of constitutional guarantees, in the processing of a freedom action in which the annulment was ordered of the same, by noting the violation of the fundamental rights of the parties, thus evidencing different procedural inconsistencies in the transmission of the case,” reported Lanchipa, regarding the arrest warrant against Evo Morales.
Regarding the case, Lanchipa indicated that as soon as he became aware of the case, the start of the criminal process was determined.
“I instructed the formation of a commission of specialized prosecutorswith personnel from the management of the Special Prosecutor’s Office for Gender-Based Crimes to support and strengthen the investigative work, which the prosecutors of the Department of Tarija had been carrying out, ensuring that said process respect for the principle of objectivity of the Public Ministry is carried out within the framework of due process. and guaranteeing non-revictimization,” declared the attorney general.
Dismissal of departmental prosecutor
In the same press conference, Lanchipa also referred to the work of the former departmental prosecutor of Tarija, Sandra Gutiérrez, as “negligent conduct in the performance of his duties”, and reproached the procedural errors he allegedly committed
