Given this, he made a call to review whether or not the initiative will be necessary “as of September 5”, one day after the exit plebiscite, where the citizens will choose whether or not to approve the proposal for a new Constitution.
In that sense, Senator Latorre stated that he will request a second discussion of the measure, an attribution contemplated in the Senate regulations for projects that do not have legislative urgency.

“My point is that we let the people express themselves on September 4 and with the result in hand, let’s see if this project is necessary or not as of September 5,” he said.
“I say two things, one is the famous plan B or plan C or third ways, this project specifies that strategy and it is functional to Rejection, it is to tell people: ‘You calmly vote for rejection, because there is an alternative here that we have already approved in Congress that lowers the quorum to 4/7, therefore, we are going to agree in Congress to make the constitutional reforms that we are going to make viable,” he added.
“We are very open to conversation, if this constituent process fails, because there is a previous and original mandate that is a new Constitution and not a reform.
