Juan Carrasco Millions, former Minister of the Interior, was sworn in as the new Defense Minister of the cabinet headed by Mirtha Vásquez. The President of the Republic, Pedro Castillo, appointed the former prosecutor as head of this portfolio after the resignation of Walter Ayala, who was questioned about the irregular promotion of two commanders in the Army.
At the swearing-in ceremony, where the new Minister of Production, Jorge Luis Prado, was also appointed to replace José Incio, Carrasco Millones returned to form part of the Council of Ministers, from which he had been withdrawn on October 6, when Castillo Terrones decided to set up a new cabinet and put Luis Barranzuela in his place, who was later replaced by Avelino Guillén.
After his departure from the Ministry of the Interior, Carrasco became a state official again and was appointed as second adviser to the ministerial office of the Justice and Human Rights portfolio (Minjusdh).

The last Sunday, November 14, Walter Ayala announced his “irrevocable resignation” from the Ministry of Defense. The former minister indicated that his decision was made because he felt that from the Congress of the Republic they plan to initiate a vacancy process against the president Pedro Castillo.
“I have a clear conscience, and if I resign, it is not because I am afraid. I resign because I see that, unfortunately, (from Congress) they are going for the president (Pedro Castillo). They have spoken of constitutional infraction, they have spoken of vacancies. These people must also work because, just as they demand from the Executive, Congress also earns its month by month and must show work, “he said in dialogue with the Fourth Power.
Later, on Monday, November 15, the head of state accepted the departure of Ayala, who stepped aside due to the constant questions against him. Through a document published on the Twitter account of the Presidency of the Republic, Pedro Castillo thanked the former official for his services rendered to the nation.
