na take from the tribune in the Congress of Mexico City ended in shouts, pushes, blows, zaps and – among insults – hair pulling. All during an unfortunate event in which deputies turned the Donceles legislative precinct into a circus that could not even be observed during recess in a kindergarten without adult supervision.
PAN deputy Daniela Álvarez took the stand escorted by several of her colleagues during the discussion of the opinion to reform the capital’s Constitution so that the Institute of Transparency, Access to Public Information, Protection of Personal Data and Accountability, Info CDMX, becomes a deconcentrated body of the Secretariat of the Comptroller General.
The PAN representative indicated that she would not get off from there, the response of the Morena legislator Yuriri Ayala, vice president of the board of directors, was a blow to the head, which gave rise to a shameful battle.
There was no valid apology from anyone to the citizens, not one without ifs and buts, not one without the failed and superb attempt to justify that scene that remains an example of a regrettable citizen representation by legislators who only represent the interests of the benches.
They do it through childish impulses that are as far removed from democracy as they are close to the real reason why the lawsuit broke out.
The reason for the conflict was not the defense of transparency, but rather the distribution of quotas, which, when not given, showed the authentic motivation of deputies whose unconsciousness was manifested through their behavior.
For months now, a national process has been underway for some autonomous bodies to be absorbed by government agencies and thereby stop duplicating functions, among other reasons that deserve to be analyzed in a subsequent article.
Mexico City required a modification to its Constitution so that Info CDMX ceases to be an autonomous body and its functions are absorbed by the Secretariat of the Comptroller General of the capital, which required the Constitutional Points Commission, whose president is PAN member Daniela Álvarez, to meet and discuss the issue.
During the legislative period, the commission did not reach agreements until the end of the year, when in the dark the PAN proposed a tripartite body, not to guarantee transparency, but to create a distribution of power, since the agreement included that, of the three members of said body, at least one would be appointed by National Action.
The agreement in committee did not prosper and in the plenary session Morena legislators backed it out, so the PAN, feeling betrayed, took the platform in a legislative resource not only common that all parliamentary groups have used throughout history, but legitimate, but which led to violence resulting from the lack of democratic resources, mainly dialogue, on the part of both those who initiated the aggression and those who responded to it.
Having received the first blow does not mitigate the regrettable spectacle; the person who answered it is equally responsible, but that does not interest those who turned the plenary session of Congress into an arena of gladiators. Blame is distributed, and responsibilities are evaded.
There are legislators who only seem to care about imposing their narrative and with it “their truth”, it even seems that they consider listening, and hence dialogue, a weakness, when the true weakness lies in the arrogance with which they impose their position in clear distance from democracy.
This ends, as happened in the Congress of Mexico City, in beatings and a dishonorable act in which the person who is most beaten, insulted, humiliated and betrayed is the citizen, the same one who does not feel represented by those who, through democratic means, were elected to work together in the task of legislating in favor of the people, not their benches or political ambitions.
