José Jerí: Congress reaches 78 signatures to call a plenary session and debate a motion of censure against the president

It was possible to gather 78 signatures to call for a urgent plenary session that allows debate on the motion of censure and vacancy against José Jerí. According to the established process, the application must be presented to the President of Congress, Fernando Rospigliosi, who has a period of 15 days to issue the call and invite the parliamentarians.

After confirmation by the party’s spokesperson, Eduardo Salhuana, Alianza para el Progreso adhered to the request, obtaining 17 signatures. Hours before, the leader of Podemos Peru, José Luna Gálvezindicated that he would sign the document.

The last legislator to present his signature on the rubric was Esdras Medina (Popular Renovation): “In my capacity as Director and Spokesperson of the Popular Renovation Parliamentary Group, being aware of the content of the matter of the reference, through which the censure of Mr. José Enrique Jerí Oré, president of the Congress of the Republic, who has been exercising the presidency of the republic by constitutional succession, is proposed; for the alleged commission of functional misconduct and lack of suitability in the exercise of the first magistracy of the nation, that he would repeatedly be having in the exercise of his position,” said the congressman to support his support for the extraordinary measure.

Among the reasons for summoning the president, Medina included the recent scandals of the presidential administration: “Considering the seriousness of the alleged acts of functional misconduct carried out on the dates of December 26, 2025 and January 6 of the current year and the serious impact and social discredit that said procedure generates in the exercise of the institution of the presidency of the Republic, you are requested to very urgently convene an Extraordinary Session of the Plenary Session of Congress; in order to discuss the motions of censure against Mr. José Enrique Jerí Oré, in his capacity as president of Congress, in charge of the Presidency of the Republic,” he noted.

Congressman Segundo Montalvo (Perú Libre) was the one who requested the 13 benches of the Legislature to debate and approve an extraordinary session of the Plenary as a matter of urgency to debate the vacancy motion presented against José Jerí for alleged permanent moral incapacity.

From February 1 to 10, a total of 63 signatures were obtained. The banks that signed at that first moment were: Podemos (2), Alliance for Progress (4), Honor and Democracy (4), Socialist Bank (5), Popular Democratic Bloc (5), Free Peru (6), Avanza País (6), Together for Peru (7), Popular Action (7), Popular Renewal (11) and ungrouped (6).

Under these circumstances, a brief exchange of words took place between Fernando Rospigliosi (Fuerza Popular) and Segundo Montalvo (Perú Libre) in the Congress facilities.

Segundo Montalvo approached Rospigliosi while he was heading out of Congress and explained that they had requested a virtual record. In response, the latter, without stopping walking, refused and explained that he has no further powers in what was requested.

“What do you want me to do, I can’t call (a plenary session). There will be no Speakers’ Meeting until March 1st. It can’t be called until you have 78 signatures, friend,” he told him. In response, the Peru Libre legislator rebuked him, saying that what was happening was “serious.”
