Political analyst Juan Carlos Requena analyzed, in an interview with Peru21TVthe changes in the ministerial cabinet that he presides Gustavo AdrianzenShe also spoke about the continuity of questioned ministers such as the heads of the Interior and Health who, despite criticism, remain in their posts. “I believe that the president is very comfortable and satisfied with what she believes these ministers are doing,” she commented.
What do you think of the changes in the Adrianzén cabinet?
The truth is that I think that some criteria have prevailed that are very different from those of the citizens, at least in what had been the topics of recent public debate. I would assume that more personal reasons have prevailed, some animosity that has formed in some particular sectors. These are changes that leave a bit of a surprise within what had been circulating, however, it must also be said that it is a tacit endorsement of the position of the Ministers of Economy and Finance and Energy and Mines who have addressed the issue of Petroperú over the weekend, despite the fact that there is no official pronouncement on the situation of the company. I suppose that we will see that in the next few hours, but in any case I think that other reasons have prevailed, and I think that the president’s agenda is very different from that of the citizens.
Can we then interpret this as meaning that President Dina Boluarte has preferred to have a cabinet that is more comfortable with what she wants rather than addressing the main needs of the population?
As I said, it seems that there have been other considerations. It is striking, for example, that there are two ministers who had accompanied the president almost from the beginning of her mandate, I am referring to Culture and Housing. It is not clear what the considerations are in these areas, and in the case of Foreign Affairs it is indeed striking as well. I understand that the personality and style that the now ex-chancellor had shown in various meetings within the cabinet, I even understand that there was a lot of friction, that he had a somewhat difficult personality, so I would think that there were other reasons. Look, in terms of interpellations, none of the ministers at risk of being interpellated, censured or whatever, have been removed, so it seems that there are other issues on the presidential agenda.
What other issues do you think are of interest to President Dina Boluarte?
As I said, I think there is some animosity. In the case of Mincetur, I understand that from the very beginning of Minister Galdo’s administration there has been friction, as if it was predicted that it would have a very short life and I would understand that something similar may have happened in other cases; in particular (in the case of) Javier González-Olaechea who had a very leading role and perhaps it was preferred to return to the traditional line of the Foreign Ministry and appoint a career diplomat.

Hania Pérez de Cuéllar, for example, was once quite prominent and was often seen to be very close. It was even said that she could move to another portfolio; however, she is no longer in the cabinet and a questionable minister has been appointed in her place who appointed people recommended by Sada Goray.
I understand that Whitembury has a long experience in the sector. I would understand that the president or the prime minister will come out to explain the reasons for the appointment of Mr. Whitembury to head the portfolio. In the case of Hania Pérez de Cuéllar, she has accompanied much of the mandate, she was one of the two who remained from the beginning, now only Mr. Demartini remains in that position, he is the only one who has been there from the beginning and, consequently, it is also striking that these two figures who at many times were even rumoured as future prime ministers, I am referring to Pérez de Cuéllar and González-Olaechea, are now no longer there. I would assume that there has been some particular interference; for example, the role attributed to Mr. Nicanor Boluarte. I would tell you that we have to read in the next few days if this is a definitive break with one or several of those who are leaving the cabinet, or if it is rather a relocation and at some other times we will see them either returning or having some responsibility somewhere else.

How can it be read that the Minister of the Interior, Juan José Santiváñez, so questioned these days for, among other things, the audios revealed by a Diviac agent, has not been replaced?
In the hours before, she went to a public event where the president gave her a pat on the back. I think it was obvious that this change was not going to happen; the same thing happens in the case of Health, which is a sector that has also been in the public debate in recent weeks. I think the president is very comfortable and satisfied with what she believes these ministers are doing.
Morgan Quero, head of Education, is another person who was criticized for his statements regarding cases of sexual abuse of children in the Awajún community.
He has been to various public events in recent weeks, yesterday I think he was even at the opening of a school, so it was not something that at least seemed foreseeable that would happen.
