We heard the cry of such a demand as a slogan, in the march on November 13 (13N), uttered by the bloc of the political elite, extremely irritated and convinced of their slogan. It was hard to believe that someone could have the audacity to brandish such an incredible and brittle claim. The firmness with which it was said and shouted, the conviction that it should be obvious to everyone that the INE is untouchable, clearly shows that this elite believes that only they know what democracy is, and only they have the right to propose and to reform the Political Constitution and the laws of the Republic.
At best it is nonsense. The democratic and legally constituted government represents the majority like no other. It has no advantage in Congress to reform the Constitution, but the laws do. Therefore, it will make the reform possible, even if it is insufficient to improve the institutional representation of all, not only that of the political elite, which will continue to be part of all and, at the same time, the social segment of privilege.
The reforms for the formation of the current INE were the result of negotiations between the parties that resurfaced from the neoliberal context that prevailed: PRI, PAN, PRD and the Green Party. It is surprising that a minor reform for the lives of the majority has generated such irritation among the elite. Neither that, nor any other legal reform, nor public policies, have touched the most precious interests of the elite. The balance of government activity has tilted slightly towards the people, fulfilling the purpose of the 4T that for the good of all, first the poor.
The proposed reform, moreover, will cost less to voters, thus displacing some more resources towards those who have always been excluded.
