Jorge Rodríguez proposes a new “Social Code” to organize the legal framework

In an event held at the Miraflores Palace, the president of the National Assembly (AN), Jorge Rodríguez, formally notified the president in charge of the Republic, Delcy Rodríguez, of the start of functions of the new legislative period 2026-2031. After the formation of the new directive on January 5, Parliament declared itself in permanent session to face what Rodríguez described as “hard, shocking and painful times.”

During the meeting with the Executive Branch, the head of the Legislature emphasized that the absolute priority of the new Assembly, which emerged from the polls on May 25, 2025, will be the safeguarding of national sovereignty.

“In these times that Venezuela is experiencing, we are committed to defending the most sacred thing we have: freedom and independence,” said Rodríguez, sending a clear message of institutional cohesion in the face of the recent threats and attacks that the country has suffered.

Rodríguez expressed Parliament’s complete willingness to collaborate closely with the Executive and the Venezuelan people in the consolidation of peace, the search for economic growth and the restoration of the prosperity of the Republic.

Beyond the political situation, the president of the AN announced a strategic shift in parliamentary work. Although he recognized the progress made in previous years, he proposed a profound reform to organize national legislation through the creation of a new Venezuelan Social Code.

This project is emerging as a modern legal instrument adapted to the challenges of the new decade. The fundamental axes of this new legislative scheme will include economic matters, Civil and Environmental law and the protection of vulnerable people, among other priority areas.

With this notification to the Executive, the cycle of formalities at the beginning of the parliamentary year is closed, after having previously informed the other Public Powers of its entry into office. Jorge Rodríguez concluded by reaffirming that the legislative effort will be subordinated to the stability of the nation and the defense of a model of justice that does not surrender to external pressures.
