The vice president of Communal Councils and Communes of the United Socialist Party of Venezuela (PSUV), Jorge Arreazastated that “there is no democracy more complete than the Venezuelan one in the region”, on the occasion of the second National Popular Consultation. He stressed that at least 120 international observers from Europe, the United States, Africa and Latin America participated in the event.
He explained that Venezuelan democracy is still under construction and is difficult to understand from the outside. “In our country we organize ourselves in the communal councilswhich can be 80 or 100 families in a given territory. That is where the first institutionality emerges: the housing, health, water, and electricity committees. It has a financial unit, a control unit. It is an institution that the people themselves create in an open assembly of their citizens,” he said.
The leader pointed out that based on the experiences of countries such as China, Cuba and VietnamCommander Hugo Chávez established the communal councils, “which are the constituent power because it is the council of citizens. Therefore, it is a first-degree constituted power.”
Finally, Jorge Arreaza stressed that “the things that are happening in Venezuela are extraordinary, and while the world says that there is a dictatorship in Venezuela, we had an election 26 days ago and this Sunday we had another election. In November or December we will have another referendum; next year there will be four referendums but there will be elections for the National Assembly, for governorships and mayorships,” he said.
