JEE of Trujillo: César Acuña once again violated the electoral neutrality rule

It’s not the first time he’s done it. César Acuña Peraltaregional governor of La Libertad, former political partner of the incumbent president Dina Boluarte, once again violated the regulations on electoral neutrality.

The Special Electoral Jury (JEE) of Trujillo indicated that the owner of the political party Alianza para el Progreso had committed a new infraction with the publication of a video in which he explicitly promoted his group.

The video in question was spread through the social networks Facebook and TikTok on October 2, and although it was later deleted, the JEE determined that it has been “proven that there was a deliberate intention to influence the voting intention of voters in favor of APP.”

What did César Acuña say?

The governor and possible presidential candidate for APP said: “Now APP is fashionable and the best option to be a deputy or senator is Alianza para el Progreso.”

In this context, the JEE of Trujillo points out that it has been verified that “the prohibition established in Supreme Decree 054-2025-PCM (…), which establishes provisions on neutrality of management officials and public servants during the 2026 electoral period, would have been incurred.”

The aforementioned rule maintains that officials must refrain from expressing opinions for or against through the written press, radio, television or institutional or personal social networks, and adds that it is up to the Office of Institutional Integrity, or the one that takes its place in the regional government, to evaluate said situation without prejudice to the intervention of the Special Electoral Jury itself.

Along these lines, the electoral institution urges Acuña Peralta to “refrain from interfering in the normal development of the electoral process and must strictly observe the principle-duty of neutrality”; this in order to guarantee fair, impartial and competitive electoral contests.”
