JEE does not admit a list to the Senate of JP with the brother of Pedro Castillo and the father of Antauro Humala

Candidacies in trouble. The Special Electoral Jury (JEE) of Lima Centro 2 did not admit this Monday part of the list of guests to the Senate of Together for Peru (JP), a list that brings together relatives of the former coup president Pedro Castillo and the leader of the bloody Andahuaylazo riot, Antauro Humala, and that today complicates their electoral path.

The list declared inadmissible to the Senate includes José Carmen Castillo (No. 1), brother of the Chotano professor; Isaac Humala (No. 9), father of Antauro Humala; and the ethnocacerista César Copa (No. 17), convicted of rebellion.

The electoral body observed inaccuracies in the date and time recorded in the registration of Isaac Humala and José Castillo, as well as an error in the registration of the number of the sentence for rebellion in the case of César Copa.

Together for Peru has a period of two calendar days to correct the observations in the registrations of its candidates; Failure to do so could result in the candidatures being declared inadmissible.

The observations

In the case of José Mercedes Castillo Terrones, located in position No. 01 on the list to the Senate, it was noted that the date recorded in the single format of the resume affidavit corresponds to December 24, 2025 at 02:42:29, while in his Affidavit of consent to participate in the 2026 General Elections it appears December 22, 2025, which contravenes the provisions of paragraph 33.6 of article 33 of the Regulations.

For this reason, this point was declared inadmissible and must be corrected.

Similarly, Isaac Humala Núñez, located in position No. 09, presented his resume with a completion date of December 24, 2025 at 03:59:33, but his sworn declaration of consent is dated December 23, 2025. The lack of agreement between both documents also violates the regulations and requires their corresponding correction.

Meanwhile, César Copa Tijutani, located in position No. 17, stated in section VI of his resume that he records a sentence for the crime of rebellion, indicating the file “20-2005” and the date of sentence as October 13, 2009.

However, the file number recorded is incomplete, which makes it impossible to verify his judicial records. Given this, the JEE ordered that a copy of the aforementioned ruling be attached to correct the omission, declaring that point inadmissible until the required documentation is submitted.

In all three cases, the observations respond to the requirement of coherence and veracity of the information presented by the candidates, as well as the obligation to guarantee full verification of the background information contained in their sworn statements.

Four other candidates observed

Apart from these three candidates, the JEE observed four other applicants. Carmen Celinda Yalico Moncada, located in position No. 16 to the Senate, presented her resume dated December 23, while her sworn statement states December 21, generating a contradiction.

Prudence Paula Cayetano Suárez, in position No. 24, presented an improper sworn statement, failing to comply with the provisions of the regulations.

Martín Colán Torres, located in position No. 25, appears in the official registration; However, Jorge Washington Tacuri Aragón appears in the internal election record, which requires the discrepancy in the list to be corrected.

Finally, Luis Mamani Mamani, in position No. 27, recorded his resume dated December 23, while his sworn statement is dated December 18, which also contravenes current regulations.

In total, seven candidates who appear on the list for the Senate as guests of JP were observed: three with direct inadmissibility due to inconsistencies considered serious and four with observations that must be corrected.

The Jury granted a period of two calendar days for the legal representative of the political organization to make observations, under warning of declaring the registration inadmissible if the requirements are not met within the established period.
