JEE declares inadmissible list of APRA candidates that includes Mauricio Mulder and Enrique Valderrama

He Special Electoral Jury (JEE) of Lima Oeste 3 declared the list of candidates of the Peruvian Aprista Party (APRA) for the Chamber of Deputies of the bicameral Congress for Metropolitan Lima, facing the General Elections 2026. Among the candidacies observed are those of the former parliamentarian Mauricio Mulder and the presidential candidate of the political organization, Enrique Valderrama.

In accordance with resolution 00024-2026-JEE-LIO3/JNE, in their sworn declaration of consent to participate in the General Elections 2026, mulder He marked the option of candidate for deputy, but in his Affidavit of Resume (DJHV) it is indicated that he also indicated that he is applying for the position of first vice president.

As for Valderrama, the JEE detected that the options for formulas and deputies are marked in the candidate’s sworn statement. Due to such irregularity, the candidacy was observed.

Elections 2026: APRA candidacies declared inadmissible

The inadmissibility of the list of candidates also extends to Ita Paredes Portella. According to the electoral body, in her Affidavit of Resume, the applicant stated that she has a final sentence (file 04352-2012) for the crime of use of a false document, issued in April 2015, which imposed a four-year suspended sentence.

Although Paredes Portella indicated that she was rehabilitated, the JEE ordered that said condition be documented, through the presentation of the corresponding sentence, the proof of rehabilitation – if applicable – and the report that certifies compliance with the payment of civil reparation.

Likewise, in the case of Gisella Luyo Meza, it was noted that there is a final sentence (file 00644-2014) for the crime against property – usurpation, issued in 2023, with a sentence suspended for two years. For this reason, the JEE required the presentation of documentation that proves that the sentence has been fully served, rehabilitation and compliance with the payment of civil reparation.

On the other hand, the electoral body warned that Nidia Vílchez Yucra stated in her resume that, in 2024, she declared that she had not received money from the public sector. However, he stated that he has work experience in trades, occupations or professions.

In the cases of Fabiola Taipe Ramírez and Alfredo Meléndez Herrera, it was observed that they did not record the date on which they finished filling out their Affidavit of Resume (DJHV).

As for Alberto Uculmana Nieves, the JEE indicated that, in 2024, he received S/15,000 from the public sector, but did not place work experience in trades, occupations or professions.
