JCE swears in members of electoral boards

Santo Domingo. – The Plenary of the Central Electoral Board (JCE) swore in the 1,617 members that will make up the 158 Electoral Boards and the 21 Electoral Logistics Coordination Offices Abroad (OCLEE), who will now go through a process training ahead of the 2024 elections.

The president of the JCE, Román Andrés Jáquez Liranzo, swore in the members of the Electoral Boards and the OCLEE in the company of the titular members Rafael Armando Vallejo Santelises, Dolores Fernández Sánchez, Patricia Lorenzo Paniagua and the general secretary Sonne Beltré.

Also present were the substitutes Dolores Vanahí Bello, Freddy Ángel Castro, Anibelca Rosario, Prado López and Hirayda Fernández, as well as authorities from the electoral body.

At the event, held in the Events Hall of the Sans Soucí Terminal, Jáquez Liranzo explained that of these 1,617 members (539) and substitutes (1,078) that make up the Electoral Boards and the OCLEE, 1,428 correspond to the 158 municipalities of the Dominican Republic and the remaining 189 abroad.

He pointed out that this activity indisputably marks the definitive step of this pre-election year in the organization of the elections, and that from this swearing in the formal and practical administrative work of the 2024 elections begins.

Both Jáquez Liranzo and the coordinator of the Commission of Electoral Boards, Parties, Groups and Political Movements, Samir Chami Isa, who gave the opening remarks at the event, highlighted the significant participation of women in this process.

Chami Isa reported that 43.7% of the members that make up the electoral boards are women, among which 30 opt for the position of president; 63% are in the age group of 41 to 65 years, while 24% are in the age range of 25 to 40 years and in addition, 497 members were confirmed in their positions and 223 were promoted.

By way of comparison, the president of the JCE pointed out that “in the 2020 conformation we had 930 men, currently there are 803 here… there are less than 127” and stressed that in 2020 there were 498 women in the conformation, while for this there are 625 women .

He added that they have gone from 66% of men to 56% and from 35% of women to 44%: “But there is a very interesting fact regarding the Dominicans who make up the OCLEE, because there was a condition very special, of the 189 there are 93 men and 96 women, that is, there are 50.79% women and 49.21% men: Yes, you can!”.

He pointed out that, although someone could be tempted and say that quantity is one thing and quality is another in terms of the appointment, it is clear that “the substitute and the substitute have the same constitutional and legal functions and the principle is that they work in integrated way”.

“It should be noted that the women who assume the presidency compared to the 2020 formation increase by 20% in this process. There are 12% of women who increase at the level of first vocal; in the second vowel it increases by 32% and in the substitute level by 30%”, informed Jáquez Liranzo.

He pointed out that an interesting fact, because it will impact the issue of training starting next month, is that 38% of all members and alternates are lawyers, 29% teachers, 14% from different professions and 19% bachelor.

“Now, you will begin to exercise functions and we want to share 10 values ​​that must be transversal in your behavior: impartiality, independence, integrity, transparency, vocation, capacity, tolerance, being fair, teamwork and the humility”, urged Jáquez Liranzo.

On behalf of the Plenary, the President of the Board thanked the entire Dominican community locally and abroad for having participated in these works, as well as the parties, movements and political groups for trusting in the work and the entire process that led to the formation of these Electoral Boards and the OCLEE, which come to strengthen democratic participation.
