Santo Domingo – The plenary session of the Central Electoral Board (JCE), declared out of time and illegal the call for consultation of the Dominican Liberation Party (PLD)to preselect a presidential candidate.
This, in response to a communication sent by the general secretary of the purple party to the plenary session of the electoral body.
The JCE explains that “in the case of an event in which an applicant will be pre-selected in the year 2022. It constitutes an act anticipated at the beginning of the legal period foreseen for the event.”
Likewise, it indicates that after an analysis of the terms of the communication sent by the PLD, what the request is about is a selection process for a presidential candidacy, whose stage for said event has not yet legally started.
This, since the second paragraph of the aforementioned communication clearly establishes that the purpose of the event is: “…to be able to determine which of the six people who to date have expressed their will and intention to be presidential candidates, would be the pre-selected person to be registered as a pre-candidate in July 2023”.
The president of the institution added that, “as has been established by the Central Electoral Board through its Resolution 28/2022 and its modifications, the current moment of the electoral calendar has been called the period prior to the pre-campaign, in which, the political organizations can carry out a series of internal works of preparation and organization of their strategies for the future competition in the coming processes, but in addition, they must observe the regulations that the Central Electoral Board has arranged on the matter and, taking into account that the internal activities of party organization and management, at this moment of the electoral calendar, should not imply the carrying out of selection processes, requiring the intervention of this body to administer these processes outside the stage of the electoral calendar foreseen for it”.
