“It contributes to the solution”: Minister of Education calls on those who have the possibility to catch up with the CAE so that they “effectively do so”

Minister Ávila addressed the complexity of indebtedness in Chilean education and maintained that “we have to reach a transversal agreement with all the political forces regarding the CAE”, the student loan, which in his opinion is “a bad policy implemented by the State and by Therefore, it is the State that must propose a solution”. That’s the first thing for the head of the Mineduc. Then, he said, “we must find a formula to make this cancellation that we have committed to as a government.”

in conversation with The Mercury of Valparaisothe head of Education stressed that “we have a debt as a State that, probably, we have to pay off. The CAE was a public policy that did not necessarily solve what it wanted to solve. Indeed, the debts for studying are quite extensive, many people are that are affected by this level of debt, and there has been some cross-cutting support for that.

The Secretary of State stated that the cancellation of the educational debt that the Executive is preparing must comply with three principles: “That it be fair, that it be gradual and that it also be progressive.”

“It has to be fair, which means that we are going to have to find a way to be able to attend to these debtors considering what are those variables that are associated, such as payment status, whether or not they finished their university career, those, for example, who have died. There are several elements that should be considered,” argued Minister Ávila.

Regarding the financing of an eventual cancellation of the CAE, the head of Education stated that “it would be irresponsible on my part to advance the proposal”, since “we have a group of professionals both in the Ministry of Education and in the Budget Directorate, the Ministry of Finance , that we are working on this photograph”. Therefore, he advanced, “we are going to have others that allow us to advance in this solution and therefore we are going to have an answer to this during 2023.”

Finally, Minister Ávila said that “it would be important that those who today have the opportunity to catch up, which is going to be one of the variables that we are surely going to consider, actually do so, because this is a contribution to the solution.”
