Minister Ávila addressed the complexity of indebtedness in Chilean education and maintained that “we have to reach a transversal agreement with all the political forces regarding the CAE”, the student loan, which in his opinion is “a bad policy implemented by the State and by Therefore, it is the State that must propose a solution”. The CAE was a public policy that did not necessarily solve what it wanted to solve. The Secretary of State stated that the cancellation of the educational debt that the Executive is preparing must comply with three principles: “That it be fair, that it be gradual and that it also be progressive.”

Finally, Minister Ávila said that “it would be important that those who today have the opportunity to catch up, which is going to be one of the variables that we are surely going to consider, actually do so, because this is a contribution to the solution.”
