What is biometric CURP?
The biometric CURP constitutes a renewed version of the 18 -characters alphanumeric key that identifies each person in the National Population Registry. In addition to the data already contemplated – name, surnames, date of birth, sex or gender, place of birth and nationality – the reform adds fingerprints and photography. The document will be available in physical and digital format.
Under the unique identity platform (PUI) the consultation and validation of records will be concentrated. Coordinated by the Ministry of the Interior (SEGOB) together with the Digital Transformation Agency and Telecommunications, this tool will allow the interoperability of information between dependencies.
The central purpose is to consolidate the identification data to strengthen administrative and security processes. The legal framework also links the biometric CURP with tasks for searching and location of missing persons, when integrating into an interoperable base consultable by competent authorities.
The capture of fingerprints and photography can only be carried out with consent of the holder, which guarantees that the incorporation of biometric respects legal principles in data protection.
Is the procedure mandatory?
According to the General Population Law, the CURP functions as an essential identifier in process within the country. The section that incorporates biometric elements clarifies that they can only be integrated with the express authorization of each titular person.
During July 2025, the Secretary of the Interior, Rosa Icela Rodríguez, pointed out that the new biometric CURP format will not be forced to the population. What will be mandatory is that public agencies and private agencies accept the document when someone presents it.
According to the official, the strategy of incorporating photography and fingerprints will be carried out under a gradual scheme. The process will be implemented with the commitment that the use of the document is safe, reliable and available for those who decide to process it.
When does the biometric CURP start and what are its key dates?
According to the decree published in the DOF on July 16, 2025, the entry into force occurred on July 17, 2025. From that date they run implementation deadlines for different obligations:
90 calendar period (expires on October 14, 2025):
– Development of the Single Identity Platform by Segob with support from the Digital Transformation Agency and Telecommunications.
– Enabling data transfer mechanisms between authorities of the three government orders to feed the platform.
– Adoption of the CURP as a requirement in process and services in charge of public and private entities, in accordance with article 91 sexies.
Term of 120 calendar days (expires on November 13, 2025):
– Establishment of the Biometric Data Integration Program of Minors, by Segob, to record fingerprints and photography of girls, boys and adolescents.
