At least in three states of the country, irregularities have been reported with the installation of the polling stations in view of the election on Sunday, July 28. Through social networks, citizens reported that the Plan República, together with supporters of the PSUV, carried out said installation without the presence of witnesses and members accredited by the CNE.
On the morning of Friday, July 26, social media users reported that in several states of the country, the installation of polling stations was recorded before the time set by the National Electoral Council (CNE) of 8:00 AM.
They warn that officials from Plan República, together with militants from the United Socialist Party of Venezuela (PSUV), are carrying out this operation without having the accredited personnel to carry out the task.
In states such as Amazonas, Zulia and Anzoátegui, citizens uploaded videos and information to social networks that show the irregularities that military personnel are committing with PSUV militants and where they warn that neither witnesses nor table members are admitted in the process.

The president of the political organization Encuentro Ciudadano, Delsa Solórzano, stated that the installation of the tables must be done at 8:00 AM, indicating that prior acts are prohibited.

Eugenio Martínez, an expert on electoral issues, pointed out that there are at least two more irregularities that are being committed, in addition to the installation before 8:00 am.
One of them is the incorporation of unqualified people as accidental table members, and it also warns that there are witnesses who cannot join the centers because they appear on the physical lists of the CNE as members of the double-zero table, although they are not on the web portal.

The electoral consultant Anibal Sanchez He explains that the members of the committee are the ones who must request the material from the Plan República officials to verify if it is sealed, and then open it and prepare the spaces for installation. All of this must be recorded in an installation report.

According to information published by the National Electoral Council, all members must be present for the installation of the tables: principal, alternate, reserve and the operator of the Integrated System (OSI).
In addition, “military personnel from the Plan República, the coordinator of the voting center (CCV) will be present. National and international witnesses and observers may be present,” the document states.
