These shipments correspond to an agreement between both countries. Venezuela receives light oil and diluents to process exportable crude in its refineries, and in exchange PDVSA gives Iran heavy oil and fuel.

This is not the only agreement between the two countries, since Iran has been involved in various projects that aim to revive Venezuela’s oil production.
