IPS opened envelopes and “Octopus” secures two megalots of cleanup in Central

Everything points to the fact that most of the G. 109,382,873,664 that the IPS provides for the mega-contracting of cleaning services will once again end up in the hands of the institution’s preferred contractor, Alberto “Pulpo” Palumbo, who literally takes care of Clean the pocket of all taxpayers with its prosperous awards in the State.

In the opening of envelopes for the call with ID 404,218 made by the IPS yesterday morning, Palumbo submitted its offer for lots 2 and 3 of the aforementioned tender, where it is the only one to present itself, so it is emerging as the winner. Precisely, from both packages that he had already been awarded in the previous call, but with a lower amount. This time he secures G. 61,908,687,192, from an offer for G. 70,500 million that he made for 4 lots.

Alberto Palumbo and Cevima SA divide millionaire combos in the so-called ID 404.218, where both secure several lots without any competition.

Lot 2 that will end up in the hands of the “octopus” includes the cleaning of the entire Central Hospital, the emergency area, the outpatient care center, the intensive care unit, among other facilities. In that package, Palumbo, as the only bidder, aspires to G. 39,900 million.

Same situation in lot 3, where Palumbo has no competition and secures G. 22,000 million to sanitize the peripherals of the entire Central department through its firm with the same name.

On the other hand, with its other company Poti SA, it aspires to keep lots 1 and 8 for the cleaning service of the main IPS offices in Asunción and surroundings, where the total amount is G. 8,600 million, and if luck again it also accompanies it with these packages, it can be awarded with G. 70,537 million, equivalent to 65% of the total amount of the award.

Lawyer Rodney Alcaraz, in charge of the Contracting Operational Unit (UOC), told us that the bidding process was opened and is now in the evaluation stage. “For the award there is a period of 20 days, depending on the evaluation committee,” said the lawyer.

This new tender, which will have a 9-month contract, is a photocopy of the one awarded last year to Alberto “Pulpo” Palumbo, through his two companies. The cover of the call, the same services, the areas to be covered, the characteristics of the inputs to be provided are traced from the tender ID 390,340, with the only difference that the amount increased by G. 36,000 million.

Alberto Palumbo in the last four years was the privileged and favorite contractor of the IPS, but he is not the only one who carries that fate in the pension plan. Cevima SA is another spoiled house that submitted bids for G. 50,367 million and is also the only bidder in another 4 lots of this new tender.

Both Palumbo and Cevima SA share millionaire bidding packages in the IPS where the two, coincidentally, are always awarded because the lots are divided to offer.

In the last four years, the Social Security Institute awarded Alberto Palumbo with G. 94,000 million in awards, a figure that will rise with this new tender that Hugo Velázquez’s “octopus” friend has secured to his credit.
