As of 2026, banks may no longer deduce the contributions made to the Institute for Banking Savings Protection (IPAB), President Claudia Sheinbaum Pardo announced yesterday. The measure, included in the 2026 economic package, will allow to recover around 10 billion pesos annually and seek to end a fiscal benefit inherited from the Fobaproa bank rescue.
In her press conference in the National Palace, the chief of the Executive recalled the origin of the fobaproa rescue and criticized that, despite being a private debt converted into public, her payment continues to fall on citizens. “That debt, which was private and became a public debt, there is a small part that banks contribute. They will not believe it: it is deduced from taxes. They did understand me? The vast majority of the contribution to the IPAB comes from the town of Mexico,” he said.
Sheinbaum explained that this measure is part of a comprehensive review of income and expenses. “They will no longer deduce it from next year. That is part of the package that we are going to present on Monday. On Tuesday the Secretary of the Treasury, Édgar Amador, will give the details,” he added.
The president stressed that this decision responds to a principle of fiscal justice and hoped that the financial institutions will “cooperate” and agree with the measure.
“It cannot be that there is a deduction of a contribution that is made to be able to pay the fobaproa debt; that is, how are you going to deduce the taxes? You have to pay taxes for that,” he said. “It is something that even with some of the owners of the banks I talked, at the time; but I think it is fair that there is no deduction.”
In addition, he said that the 2026 economic package contemplates budgetary increases in science, scientific and humanitarian projects of the government. In that context, he informed that in October the law initiative will be ready to create the National Artificial Intelligence Laboratory, whose objective will be to promote scientific and engineering training in this discipline, as well as technological development.
Sheinbaum also announced modifications to the decree that allows the regularization of vehicles of foreign origin, known as cars Chocolates. He pointed out that abuses have been detected in the current scheme and that the Ministry of Finance will present the corresponding adjustments.
The economic package will be presented next Monday; And on Tuesday, Édgar Amador will present at a press conference the central axes of the Income Law and the Expenditure Budget.
