The director general of the International Organization for Migration (IOM), Amy Pope, called on December 6 to the international community to “reinforce” the “financial and technical” support to the countries of Latin America and the Caribbean in order to “guarantee the safe, regular and orderly management of “migratory flows” of Venezuelans.
«I will conclude by calling on the international community and the Group of Friends of the Quito Process to strengthen their financial and technical support to the countries of the region and to R4V partner organizations. “This is vital to help ensure the safe, regular and orderly management of migratory flows,” Pope said.
The IOM director gave these words during her virtual intervention at the launch in Panama of the Regional Response Plan for Refugees and Migrants (RMPR) 2025-2026 of the Regional Interagency Coordination Platform for Refugees and Migrants of Venezuela (R4V).
This plan is coordinated by R4V and also co-led by the IOM and UNHCR, the UN Refugee Agency.
The plan, developed to address these pressing needs and prevent unnecessary successive movements, requires $1.4 billion in its first year, which will be used to support more than 2.3 million vulnerable refugees and migrants and their host communities in 17 Latin American countries.

To make it a reality, the commitment of the international community to provide “solid and continuous solidarity and financial support” to the host countries and partners of the R4V Platform is considered “essential”, according to the same platform.
“Looking ahead, it is essential that all R4V partners collaborate closely, including its 64 diaspora organisations. “I cannot stress enough the importance of alliances, especially at the local level,” Pope said.
And he stressed that they “are at the center of the IOM’s comprehensive approach to migration management, which seeks to encompass all of society and all levels of government. “Each actor has a critical and complementary role to play here.”
More than 4.5 million Venezuelan refugees and migrants residing in Latin America and the Caribbean have regularized their immigration status since 2019, among which 1.3 million did so in 2024 alone, thanks to a new strategy that helps their integration. announced the R4V Platform.
“I follow the work of the R4V Platform closely and am truly impressed by the extraordinary work of its 230 partner organizations – including UN agencies and civil society groups – and by the continued commitment of donors,” Pope said.
And he added: «The platform has been crucial in supporting and complementing the efforts of governments in the region to welcome, protect and integrate migrants and refugees, especially those from Venezuela. Among these efforts are some exceptional achievements.
An example of this, he noted, is that “with the support of the Platform, more than four million residence permits have been granted to Venezuelan migrants in countries throughout Latin America and the Caribbean,” which has been “fundamental to avoid “new irregular movements of migrants and refugees along dangerous routes, such as the Darién jungle, where many have lost their lives.”
