The executive director of the National Institute of Transit and Land Transport (Intrant) reported that it assumed control of traffic and the traffic light network of Greater Santo Domingo, by terminating the contract for those services to the company Transcore Latam SRLbecause they confirmed that the chaos that affected 55 intersections in the National District on August 28, 29 and 30 was caused by regulations that the company made without the authorization of that institution.
In addition, Milton Morrison requested the Public Prosecutor’s Office an investigation into events involving the traffic light system in order to determine responsibilities.
He announced that the contract signed on 2018 was unilaterally cancelled. June 19, 2023and any other derivative thereof, with all relevant legal consequences.

In this sense, he said that his silence during the days of chaos in the service was due to “strategic actions to return to the State what belongs to the State.”
He said that the intervention of Intrant prevented a major collapse, but the incident revealed the fragility of the traffic light infrastructure and the need for centralized control from Intrant itself. He explained that on the night of August 27, Intrant technicians detected that Transcore Latam, contracted to modernize, expand and manage the traffic and traffic light network of the Greater Santo Domingoproceeded to replace traffic light devices and regulators without consent, thereby violating the established agreements.
They were immediately notified of the breach, but instead of rectifying it, “Transcore ceased all its services to Intrant at 10:44 pm on the same August 27, notifying its decision through an internal chat between its main technicians and officials of the institute.”
Morrison blamed the unilateral decision on the traffic chaos that began affecting 29 critical intersections in the city.
He said that in light of the crisis and the risk to public safety, on the night of Thursday, August 29, they decided to intervene directly for the first time in the traffic lights. “The team managed to regain manual control of the traffic light system, guaranteeing the independence of the Transcore company to manage any breakdown that may arise in the future.”
