In a press conference, convened as an urgency, engineer Milton Morrison, director of the National Institute of Terrestrial Transit and Transportation (INTANT), announced today the results of a tender to choose the company that will supply the state of driving licenses.
In that sense, he announced that a consortium was winner where there are several foreign companies and a Dominican, these being: Mobility ID consortium, composed of four companies: Consorcio ST, SA; Get Secure ID, Thomas Greg and Son; GRAPHIC OF INDUSTRIES AND COMMERCE SERVICES; AND MIDAS DOMINICANA, SA.
As indicated, the tender establishes a five -year contract; However, there is no increase in the cost of the license. On the contrary, the State will obtain greater benefits and a better quality product maintaining the same price.
Other benefits
The concrete benefits of the new model (2025-2030) are:
- Greater security: Licenses in the latest generation polycarbonate, with dynamic QR, PKI, holograms and ISO standards.
- Digital licenses: 10 % initial under international standard ISO/IEC 18013-5: 2021.
- Total coverage: now in the 31 provinces, plus the National District and 10 foreign cities (including Puerto Rico, Brussels, Barcelona, Boston and NJ).
- Complete medical evaluations: vision, hearing, psychological, supervised by the Ministry of Public Health and Social Assistance.
- Evaluation hybrid system for driving tests with simulators and physical vehicles.
- The points system may be developed and activated for the driver’s license, in compliance with Law 63-17.
- Zero costs to the State: the service is financed with current rates, without increase for the citizen.
- Positive financial impact: Projection of more than RD $ 1,000 million profits for reinvestment in programs and plans for road safety.
- Total transparency: Citizen oversight and public access to the file.
5. What this process uncovers for public opinion is not only a contract, but:
- A change of public service model: to have a private agency, now there will be a good regulation by state sovereignty.
- A transparency lesson: subject to all judicial, legal and technical filters, and still strengthened.
- An act of citizen protection: data armor, technological modernization and economic benefits.
- A country symbol: now the driver’s license represents trust, security and modernity.
Dekolor did not participate in the tender
Similarly, it was reported that the company Dekolor expressed interest in participating in the aforementioned tender, but was disqualified.
It should be noted that the Intrant and its executive director, Milton Morrison Ramírez, presented to the Special Prosecutor’s Office for Persecution of Administrative Corruption (Pepca) a criminal complaint with a constitution in a civil actor against the company Dekolor, SRL, its President Rogelio Oruña and its general manager Sandra Oruña.
