Interpellation to the Minister of the Interior: Vicente Romero responds to Congress

is responding to the three interpellatory documents that were approved by Congress about the use of force by the National Police against the protesters during the intervention of the Universidad Mayor de San Marcos (UNMSM), also about the actions of the PNP against the demonstrators and the terrorist ambush suffered in the Vraem that left seven agents dead.

During the beginning of his speech, Minister Romero said that “these conditions affected the operations that should be carried out for the benefit of the country, the Intelligence directorate was almost entirely weakened, without human capacities, we had a high turnover of authorities , 10 ministers of the interior in less than two years, some with periods of 11 days, 15 days, 28 days or five months of management in the best of cases, in the period of President Dina Boluarte I am the third Minister of the Interior ” .

On the other hand, he also assured that the orders of the Ministry of the Interior (Mininter) were with delays, the budget indicated for the purchase of equipment and riot kits had not been executed, among other deficiencies left by his predecessors.

“I took on the challenge of directing the Ministry of the Interior in a situation of extremely serious social upheaval produced by a set of unprecedented circumstances in national politics, the country was partially paralyzed with marches that occurred with violence rarely recorded”, was what he said to the Plenary of Congress.

Regarding the force used by the PNP during the protests that has already left more than 60 dead, he assured that “lethal weapons were not used, the Prosecutor’s Office has been investigating whether excesses were committed and identifying those possibly responsible (…) the generals Region heads make a specific plan according to each reality and geographical area, there are two different scenarios, the demonstrations in the province have been extremely violent, the principle of masses, proportionality and demonstration of forces has been applied”.

In addition, he stressed that the shortlisted group of the PNP has not participated in any intervention and that the same is being investigated in this regard.

Taking of the UNMSM

Regarding the case of the UNMSM, “the police personnel, after risk analysis and at the discretion of the operational chief, determined the approach routes and the way of entering the university campus, the multipurpose vehicle was considered necessary, the same one that opened the way through gate 3 of the university that was closed, locked with a chain, furniture, cots, etc. and with banners alluding to radicalizing the protests.”

He also indicated that it is not true that prosecutors were prevented from entering during the police intervention in the house of studies, nor would the lawyers of the 193 detainees have been denied entry.

The minister reiterated that he was unaware of the police intervention at the Universidad Mayor de San Marcos. Romero denied that there is a contradiction between what he declared to the press days after entering the aforementioned university.

Attack in the Vraem

When asked about the attack in Vraem against seven police officers who were killed by remnants of the Shining Path, he pointed out that the attack was perpetrated by terrorists who were in charge of disseminating the images seen in the videos released. He denied that members of the PNP had acted with indifference without helping their comrades who were still alive and that “narcoterrorists” arrived first at the scene and then civilians.

There were four questions referring to the Vraem case that were answered in a reserved session by Minister Romero. After this pause, the debate of the plenary congressmen began.
