The Electoral Justice requested more documentation from the NGO, Alma Cívica, linked to the candidate for the Vice Presidency for the Coalition, Soledad Núñez, who registered to participate in the general elections on April 30 as an “observation mission.”
Christian Ruíz Díaz, Director of Political Financing, explained to the GEN channel that all those legal entities interested in carrying out electoral observation missions had to make requests to the Electoral Justice. In this sense, there were two NGOs that presented themselves: “Let’s decide” and “Civic Soul”. This last linked to Soledad Núñez, a duo of Efraín Alegre in the National Concertation.
The TSJE spokesperson indicated that the documents presented are currently being analyzed and announced that a request for expansion of documentation will be made to Alma Cívica. While everything is aimed at Decidamos being accepted for having met the requirements. “Once we have all the documents, the ministers will analyze to accept or reject the request made,” he deepened.
Regarding the work of these observers, he explained that as their name says They are observers and cannot interfere in the electoral process.. They must be handled impartially, they cannot carry out surveys or opinion polls, nor transmit results. They only have to take note of what they perceive during the elections, and then present a final report and recommendations to the TSJE.

WHO ARE CIVIC SOUL?
The NGO was created at the end of 2020 by Soledad Núñez, who inherited the position of executive director from her loyalist Olga Caballero Bernal. Several NGOs share Caballero Bernal with the candidate and her husband, Bruno Defelippe.
It is not the first position that Núñez inherits to his loyal Caballero Bernal. When she was going to take over as Minister of Housing, she left her position as executive director of the NGO Techo Py to her stalwart who is now in charge of Alma Cívica. Sendas Py, is an NGO that promotes bike paths and here is Defelippe together with Caballero Bernal. The director of Alma Cívica is also a professional associated with Conardi SA, known as OCA Consultora, the bicisenda’s preliminary project contractor.
Bruno Defelippe, husband of Soledad Núñez is also part of Alma Cívica, partner and member of the first board of directorsaccording to documents on the structure of final beneficiaries of the Ministry of Finance, of December 2022. The spouse is one of the privileged contractors of the IDB behind social projects, technology, entrepreneurship, etc.
Between the collaborators of Alma Cívica there is Catherine Lynn Kelly, treasurer of the NGO according to the documents of the Ministry of Finance. She was recruited by Soledad Núñez as financial director when she took over as Minister of Housing.

Diego Fernando Sosa Maciel, who appears in the deeds of the Public Records as co-founder of Alma Cívica, part of the first board of directors of the NGO, was a Techo Py volunteer along with Soledad Núñez. While, with Bruno de Felippe they are linked to the Agendia project, beneficiary of seed capital supported by a private company and also Conacyt.
