“Institutional attack”, OIC process against INE advisors: Ravel

Faced with the process initiated by the Internal Control Body (OIC) of the National Electoral Institute (INE) against six members and former members of the General Council, counselor Dania Ravel, one of those named in that procedure, maintained that it is “an institutional attack” and not a personal one, and for this reason she called for exploring that the defense be assumed by the organization’s own legal direction.

The case will be sent to the Federal Court of Administrative Justice, where it could take up to six months just to be admitted, the electoral counselor explained.

Separately, when asked about the issue, the head of the OIC, Víctor Hugo Carvente, evaded responding and argued that he should leave the INE headquarters. Noticeably uncomfortable, he headed to his car without elaborating on the status of the complaint, despite constant questions about this controversy.

The OIC process derives from a vote of the General Council in 2021 in which Ravel, Jaime Rivera and Claudia Zavala, as well as former councilors Lorenzo Córdova, Ciro Murayama and Roberto Ruiz, voted to postpone phases of the process of revoking the mandate of former president Andrés Manuel López Obrador due to lack of budget.

This motivated a complaint filed by Morena’s then representative before the INE and current federal deputy, Sergio Gutiérrez Luna, but the OIC processed it almost four years later, despite the fact that the legislator withdrew the complaint because he considered it to be irrelevant.

Claim appeal dismissed

At the INE headquarters, Ravel explained that last week he went before the OIC for a hearing in which he presented a document with his position, as well as an appeal that was dismissed by that instance.

Regarding a possible defense from the legal direction of the INE, he said that “it is something that we have not explored; I think it would be worth exploring because it seems fair to me that this is an institutional attack, not a personalized one.”

The electoral advisor considered that in this case the information cannot be reserved. “It is a matter of public interest and the confidentiality of information does not apply. We are talking about a case that transcends the departments that are involved, since it sets a terrible precedent.”

Moments before, at the conclusion of a meeting between electoral advisors and representatives of local political parties, the head of the OIC was asked about this case, a position that is not defined by the INE and maintains autonomy in its functions with respect to the institute, since it is appointed by the Chamber of Deputies.

Without stopping, the official walked along the esplanade of the electoral body until he reached his car. Along the way he only indicated that it is “an administrative process, whatever it may be, and it involves an investigation, substantiation and resolution process.”

Nor did it clarify whether the withdrawal of the complaint presented by Deputy Gutiérrez Luna slows down the procedure.
