The National Social Security Institute (INSS) will set up a task force for 90 days to assist people who have had their Continuous Payment Benefit (BPC) recently blocked. The suspension affected beneficiaries who did not register or update information in the Single Registry for Social Programs of the Federal Government (CadÚnico).
Despite being a social benefit, granted by the Ministry of Social Development, Family and Combating Hunger, the BPC is paid by the INSS. After an increase in demand for information about the unlocking in recent days, the Minister of Social Security, Carlos Lupi, and the president of the INSS, Alessandro Stefanutto, determined the collective effort of employees from the INSS agencies.
At INSS agencies, the beneficiary will obtain information about the review and register attendance at the Social Security agency. In addition to face-to-face service at branches, the beneficiary can call the 135 Customer Service Center and inform them that the CadÚnico update or registration is in progress. In all cases, the benefit is unlocked within three days.
In both cases, attending the agency or calling 135, the beneficiary will have a period of time to go to the Reference and Social Assistance Center (Cras) in the municipality where they live. Only at Cras stations, it is possible to register with CadÚnico or update it. The deadline is 45 days in municipalities with up to 50 thousand inhabitants and 90 days for municipalities with more than 50 thousand inhabitants. Anyone who does not attend Cras will have their BPC suspended.
According to the INSS, employees working at the Benefits Analysis Centers (Ceabs) will be summoned extraordinarily, including those who are partially or fully teleworking. The ordinance with guidance for employees was published in the organization’s internal bulletin this Friday (1st). INSS regional superintendencies will assess which units need additional support from servers throughout the 90 days of reinforced service.
Balance
Since August, a BPC review program has been underway without registration updates for more than 48 months (four years) and also for people not registered with CadÚnico. According to the Ministry of Development and Social Assistance, up to 1.25 million benefits can be reviewed.
Until the 28th, of 505 thousand people without registration in CadÚnico, 200 thousand updated their data. Regarding outdated registrations, 640,686 benefits were reviewed. Of this total, 71,237 were aware of the notification, and another 73,197 updated the information spontaneously. However, 517,571 were not aware of the notification and did not attend Cras. These payments can also be blocked.
To check whether your name is on the list to register or update your registration with CadÚnico, simply access the Meu INSS application and, using your CPF number, perform the search. Beneficiaries who live in municipalities in Rio Grande do Sul with a recognized public calamity situation will not go through the CadÚnico registration process or registration update at this time.
Who is entitled
Provided for in the Organic Social Assistance Law (Loas), the BPC guarantees a minimum wage per month to elderly people aged 65 or over or to disabled people of any age. The Ministry of Development and Social Assistance coordinates and transfers the benefit money, with the INSS operating the payment at the agencies.
To be entitled to the BPC, the income per person in the family group must be equal to or less than a quarter of the minimum wage and that the beneficiary and his family must be registered with CadÚnico. Registration must be done in the municipality where the beneficiary lives, before making the application.
As it is not a retirement, the BPC does not require a contribution to the INSS. BPC does not pay the 13th salary and does not provide a death pension.
