On Friday, February 14, while many exchanged flowers and chocolates, in the halls of the Ministry of Energy and Mines (Minem) another type of alliance was negotiated. Informal Miners of Confemin, Minister Jorge Luis Montero and the head of the Mining Formalization Directorate, Máximo Gallo, sat at the table with a goal in the sight: forge the path of the new MAPE law.
The Minem reported that the meeting was extended for more than three hours and that the creation of a technical table that will meet every Wednesday was agreed. Its mission will be to analyze the situation of small mining and artisanal mining, in order to find solutions for formalization. In addition, he will work on the proposal of the new MAPE Law that will be presented to Congress.
The agreements are still cooked over low heat, but the protagonists have already marked the territory. Is this the first step to regularize gold of uncertain origin or just one more play in the chess of power?
Friday 14. On the day of love and friendship, in Minem there were no roses or serenades, but pacts and strategies with the informal miners of confession.
Maximum rooster and the questions that will define the future of informal mining
Last Friday, February 14, while the streets were filled with flowers and chocolates, in the Ministry of Energy and Mines (Minem) the theme was another: gold, formalization and power.
On a key day, the head of the Mining Formalization Directorate, Máximo Gallo, responded in writing to Peru21 about the proposal that informal miners delivered to the Congress Energy Commission to be included in the new MAPE Law.
As detailed Peru21 In its edition today, the Confemin document raises points that could change the rules of the game: that the Bank of the Nation bought its gold without tracking, that the reinfill is permanent, that the use of explosives is extended one more year and that Ancestral mining and mining servitude are recognized to avoid invasion complaints. In addition, they seek the reversal of mining concessions, although Gallo did not pronounce on this last point.
On the possibility that the Bank of the Nation acquires the gold of the Miners of Confemin, the official responded without closing the door: “As part of the Minem policy, we proposed the implementation of a Mining Fund, which finances services and technical assistance that meets the productive, commercial and business needs of the MAPE and that constitutes a model of promotion of business growth and development of the sector. Well reviewing the General Directorate of Mining Formalization. “
On the permanence of the reimo, Gallo insisted in his temporary character, although without plane rejecting his continuity:
“The fact that it has been extended three times does not make it permanent. We now have a new peremptory period in which we will try to advance in the best way for more miners to satisfactorily culminate the process.”
To conclude, Gallo reaffirmed the opening of a dialogue space:
“With all the mining guilds we are starting a technical table to address the central themes that must be addressed in the new MAP And in which we disagree.
There was no margin for the counterpoint or space for insistence on us. The questions and answers traveled by email, cold, calculated and without the possibility of breaks.
While on the surface there is talk of agreement, in the halls of power the negotiation continues. Gold is on the table and the clock keeps running.
