The Ministry of Development and Social Inclusion (Midis) published supreme decree 014-2024-MIDIS, through which it constitutes a tool for measuring the poverty multidimensional, by the National Institute of Statistics and Informatics (INEYO).

The standard establishes that this measurement is confirmed by an index and a control panel, and governance mechanisms are defined for its use. These mechanisms will be established by Midis.
In this regard, Edmundo Lizarzaburu, professor at ESAN University, told Peru21 that it is necessary for the National Institute of Statistics and Informatics (INEI) to rule on this new system.
Likewise, he indicated that, to demonstrate that they do not want to manipulate the data, it is necessary that the new measurement be published applied not only to the year 2024, but also to 2023, 2022 “and if possible until 2018.”
“We have to create a kind of new model, but using previous data. We have to apply the tool over other years to validate how efficient it is. The important thing is testing and making the information public,” he added.
For his part, Javier Esocabal, principal researcher at Grade, considered that the quality of public service or issues such as how much children learn at school will not be taken into account.

“The indicator is going to be very bad. What we want to do is take advantage of that label of ‘multidimensional poverty’ which is very powerful. There is a risk of hiding important dimensions,” he said.
Likewise, he explained that this type of measurement will be complementary to the monetary poverty which is what is taken into account today.
POVERTY FIGURES
In 2023, the poverty In Peru it hit 9,780,000, that is, 29% of the population, according to INEI data. This percentage represented an increase compared to 27.5% a year before.
For 2024, the official figures would only be known between April and May, however, some analysts point out that the reduction would have been just one percentage point, which would still be far from pre-pandemic levels (20.2% of people were poor).
