The urban areas of interest with the highest percentage of people aged 18 and more who considered that living in their city is insecure were Villahermosa, with 90.6 percent; Culiacán, 89.7; Fresnillo, 89.5; Uruapan, 88.7; Irapuato, 88.4, and Chimalhuacán, 86.1.
Through the National Urban Public Security Survey (Ensu) of 2025, the INEGI estimated that the increase in the perception of insecurity was not a statistically significant change, comparing with December 2024 (61.7 percent), but it is the second consecutive quarterly rise, after reaching 56.6 percent in September 2024. In addition, it is the highest data since June perception of insecurity of 62.3 percent.

According to INEGI, 31.6 percent of respondents considered that in the next 12 months the situation of crime and insecurity in their city will remain equally evil; While 22.9 said the situation will get worse. In contrast, 16.9 pointed out that the situation of crime and insecurity in its urban area will remain equally well and 27.5 percent said it will improve.
The Ensu investigates the perception of the population of 18 years and more with respect to the prevention and combating the crime of various public security authorities.
