INE seeks to shore up gender parity towards elections in Edomex and Coahuila

The national political parties must not only nominate a woman as a candidate for governor in at least one of the contests of 2023 (state of Mexico and Coahuila), but they will also have to guarantee that the designation is for the entity in which they have more possibilities. of win.

This is established in the draft agreement that will be approved this month by the General Council of the National Electoral Institute (INE), whose objective is to guarantee the parity criterion for the elections next year and later.

In this route, the seven national parties are ordered to make the necessary modifications to their basic documents to comply with the above, no later than October 31, according to the rulings of the Electoral Court of the Judicial Power of the Federation. (TEPJF).

In addition, inform the INE, no later than one month after the start of their internal selection processes, in which entity they will apply for a woman or if they will do so in both.

In the document, which will be evaluated on Monday in INE commissions, emphasis is placed on guaranteeing the competitiveness of women, even when there are extraordinary situations, such as a substitution or the parties compete individually or in coalitions.

The parties must issue clear and timely calls so that the interested parties have room, where appropriate, to challenge.

It will be up to the INE to analyze the basic documents of the seven registered parties and determine if what is established guarantees substantive parity and the competitiveness of women; therefore, in the entity that the parties have chosen to nominate a woman, the call must be for only one gender, inclusive.

They must guarantee that women compete in the entities with the greatest possibility of victoryis indicated in the draft of which this newspaper has a copy.

Therefore, it is added, the basic documents must weigh the parity criteria in their declaration of principles, action program and statutes, in order to generate true substantive parity in future electoral processes.

For this supervision, the INE will work hand in hand with the state electoral institutes, to guarantee parity in any circumstance, and prevent the parties from making last-minute changes to their basic documents that run counter to the aforementioned objectives, in this case for the postulation of candidacies to the governorships in Coahuila and state of Mexico.

The antecedent of this mechanism occurred only in the elections of June 5, when the parties were ordered to nominate women in at least three of the six governorships in dispute.

The parties of Labor and the Democratic Revolution already have the point accredited, so it is linked to the rest so that by October 31 at the latest they make the modifications to their basic documents.
