Reform reduces the autonomy of the INE
The INE recalled that the legislative modifications that were proposed in the aforementioned Decree create conditions that reduce the autonomy of the Institute and its ability to perform the functions that the Constitution mandates, at the same time that it unbalances the social communication model and harms equity in the contest.
“The Constitution is clear in establishing that public servants must apply public resources impartially, without influencing the fairness of the contest, as well as that government propaganda must have an institutional character and content, without being able to include messages or images that constitute personalized propaganda to position itself before the electorate, since the approved reform ignores these prohibitions”, the document indicates.
In addition, it is indicated that the reform endorsed by Morena and allies allows the authorities to intervene in the contest, under the pretext of exercising the freedom of expression of those who hold public office, in clear violation of the right of citizens to receive information from of the government, certain and objective.
For the INE, the social communication and government propaganda model established in Article 134 of the Constitution is contravened, which prevents the INE from exercising its function of safeguarding, among other principles, impartiality and equity in the dispute.
