INE orders the mayors of Morena to withdraw a statement of support for AMLO

The Complaints and Complaints Commission of the National Electoral Institute (INE) ordered the mayors of Iztacalco in Mexico City, Raúl Armando Quintero Martínez, and Gustavo A. Madero, Francisco Chíguil Figueroa, to immediately withdraw a display they issued in favor of the president Andres Manuel Lopez Obradoras it is a personalized promotion in favor of the Federal Executive during the closed period due to the mandate revocation consultation.

The counselors of INE that make up said Commission met this Monday to resolve four complaints promoted by parties within the framework of the consultation process for the revocation of the president’s mandate due to loss of citizen confidence.

One of the complaints was National Action Party (PAN), who denounced the dissemination of alleged government propaganda in a prohibited period, apparently paid for with public resources, by the display called “Mayors and mayors of the 4th transformation, we manifest”, signed by seven mayors of Mexico City and disseminated, in some cases , on their respective Twitter accounts. The PAN requested its withdrawal and bind the responsible persons to stop engaging in conduct that may affect the fairness of the process in the revocation of the mandate.

The INE determined that the mayor of Iztapalapa, Clara Brugada Molinaremoved the publication from their official accounts, but not so the mayors Francisco Chíguil Figueroa, of Gustavo A. Madero and Raúl Armando Quintero Martínez, of Iztacalco.

The Commission considered, in a preliminary way, that it is a personalized promotion by highlighting the image and name of the President of the Republic, thus violating the principle of neutrality of the public servants denounced in the framework of the exercise of citizen participation, since they are still visible in their Twitter accounts, thereby breaching the special duty of care that, due to their functions, must be observed by each person in the public service.

Due to the foregoing, Raúl Armando Quintero Martínez and Francisco Chíguil Figueroa were ordered, within a period that may not exceed three hours, to carry out the necessary actions, procedures and procedures to eliminate the publications from their Twitter accounts, as well as from any another electronic or printed platform under its domain, control or administration.

The Commission made a new call to all public servants at the three levels of government to comply with their obligation to conduct themselves with impartiality and neutrality in order not to influence public opinion regarding the Revocation of Mandate in process, especially:

  • Judith Vanegas Tapia – Mayor of Milpa Alta
  • Araceli Berenice Hernández Calderón – Mayor of Tláhuac
  • Evelyn Parra Álvarez – Mayor of Venustiano Carranza
  • Raúl Armando Quintero Martínez – Mayor of Iztacalco
  • Francisco Chíguil Figueroa – Mayor of Gustavo A. Madero
  • José Carlos Acosta Ruíz – Mayor of Xochimilco

In settling another matter, the party Brunette denounced the Director of Human Development and Education, and the heads of the Municipal Institute of Physical Culture of the municipality of Chihuahua, for the alleged dissemination of government propaganda during the mandate revocation process, referring to various calls for scholarships to support different sectors of the population.

The Commission determined the inadmissibility of the precautionary measures requested insofar as it refers to the call for sports scholarships, since they are acts carried out due to the fact that, to date, it is not possible to access the information denounced.

Regarding the municipal scholarships for people with disabilities and the food program for the elderly, in a preliminary analysis, he mentioned that it is not government propaganda, but information necessary for the execution of social programs, which are not prohibited. , since they do not seek to highlight any government action, but instead intend that the citizens of chihuahua can access them, which does not affect the principles of fairness and legality in the revocation of mandate.

He also declared the inadmissibility of the injunction for an interview offered by the Director of Human Development and Education of the city council and disseminated on the Facebook account of Juan Enrique López Aguirre, because, from a preliminary perspective, it was carried out in the past days and is not disseminated. actively, and is protected by freedom of expression.

However, the Complaints and Denunciations Commission also considered it necessary to make a call to the Director of Human Development and Education of the Chihuahua City Council so that, at all times, she adjusts her acts and behaviors to the limits and constitutional parameters, emphasizing the obligation to conduct oneself with impartiality and neutrality.

It is not appropriate to suspend Morena’s spots in Oaxaca

In a third matter, the Institutional Revolutionary Party (PRI) denounced Morena for the alleged improper use of the guideline, derived from the dissemination of the promotional ones for, apparently, improperly disseminating social programs violating the principle of equity in the local electoral contest that takes place in Oaxaca, as well as the ban election due to the mandate revocation process, for which he requested to suspend the aforementioned spot.

The advisors of the INE Commission declared the suspension of the spot inadmissible, since they did not notice that the content updates an evident illegality or that it puts at risk the guiding principles of the local electoral process or the current revocation process.

In the last case, Morena denounced the BREAD for alleged slander, improper use of advertising and violation of advertising rules in the inter-campaign period in the states of Durango and Quintana Roo, derived from the dissemination of promotional items.

Regarding slander, the Commission ruled the request inadmissible, because from a preliminary perspective, it was not noticed that the images and phrases that make up the promotional constitute the imputation of false facts or crimes; Regarding the improper use of the pattern, its inadmissibility was determined because, from a preliminary perspective, it is a spot with generic content allowed in any period.

It was established that the promotional ones deal with the position and message that a party emits in the context of the political debate and about topics of general interest, foreign and different from the local electoral processes of Durango and Quintana Roo.

The projects were approved unanimously by the INE councillors, Claudia Zavala, Ciro Murayama and Adriana Favela.
