INE loses years of accumulated experience due to early retirements due to electoral reform

It is not the first time that the INE faces a massive departure of expert personnel in the various aspects of the elections. In the retirement programs of 2010, 2012, 2015 and 2016, on average, around 60 employees who decided to leave the Institute were enrolled.

However, after Morena’s victory in 2018 and with the reform of the Federal Law on Remuneration of Public Servants, as well as the promulgation of the Austerity Law, some benefits were eliminated for public officials, such as insurance for major medical expenses and savings funds.

Although these measures did not directly affect the INE due to the promotion of protections and the filing of constitutional controversies, concern about a possible reduction in working conditions has persisted since then.

In 2017, the INE experienced the first budget cut in a series of nine that affected its operation, which generated a climate of uncertainty among the worker base due to the cuts in positions and job benefits.

As a result, in October 2018, early retirement requests increased dramatically, with more than 600, although in the end 498 employees retired. To generate savings after the budget cut, their positions were frozen, which affected the structure of the INE for the following year.

The budget initially intended to cover these payments, of 228 million pesos, ended up increasing to 300 million pesos due to settlements, special recognition and vacations not taken by the workers who left.

In 2021, only 33 workers decided to retire, but in 2022, with the promotion of the electoral reform by President Andrés Manuel López Obrador, which proposed the extinction of the OPLES and the compaction of areas within the INE, around 200 workers decided to leave the institution.

Some of those who left in 2022 were founders of the institute. The budget allocated for these settlements amounted to 320 million pesos.

This year, in addition to the voluntary retirements, there were also resignations of other key officials who decided to leave the INE, some of whom held senior positions appointed by Presidential Counselor Guadalupe Taddei.

After the judicial elections, Miguel Ángel Patiño Arroyo, who served as executive director of the Electoral Organization, presented his resignation, although he remained in the INE. He was replaced by Roberto Carlos Félix López, who is close to the president’s advisor, Guadalupe Taddei.

In July, Giancarlo Giordano Garibay, head of the Technical Unit for Liaison with OPLES, who served in various functions within the organization for several years, also left his position. In June, María Elena Cornejo, who was in charge of Electoral Training, resigned to begin her early retirement process.

In addition, Hugo Patlán, office manager of the Electoral Litigation Technical Unit and close to Taddei, also left his position. In October, Carmen Urías, coordinator of Social Communication at the INE and appointed to that position by Taddei, still presented her resignation.
