According to the votes obtained by MC, it was entitled to three senators by proportional representation, but the formula that occupied third place on the list of “pluris” was made up of Luis Donaldo Colosio and Dante Delgado, but the first won his place by first minority, so the MC leader would take his place.
However, the INE considered that this “unbalances” gender parity, since there would be two men and one woman in the three “pluris” senators (José Clemente Castañeda, Alejandra Barrales and Amalia García) together with the first minority senators.
“I agree with the gender adjustment that is being proposed in this project and the way it is being done was a debate, but it seems to me that the first rule that we established was that the gender adjustment was done on the political party that had the greatest underrepresentation of women,” said councilor Dania Ravel.
Therefore, in order to maintain gender parity, it was proposed to annul Dante Delgado and place the two who are in fourth place in third position. Therefore, number 3 on the list corresponded to the former governor of Zacatecas, Amalia Dolores García Medina, and María de Jesús Rodríguez Vázquez, the owner and alternate for the Senate.
Meanwhile, in the case of Javier Corral, the INE approved the former PAN member to have his seat in the Senate, since it considered that his civil rights have not been suspended.
During the extraordinary session, the PAN representative to the General Council of the INE, Mariana De Lachica Huerta, asked the electoral body not to grant Javier Corral a seat in the Senate, since she pointed out that he is a fugitive from justice after being accused of stealing 98 million pesos from Chihuahua when he was governor of this state.
“Today we came on behalf of the PAN and the people of Chihuahua to present documentary evidence to request that Javier Corral be denied a seat because his political-electoral rights have been suspended. We ask for nothing more than consistency. In this horseshoe democracy there cannot be first- and second-class citizens,” said the PAN member.
Meanwhile, Councilor Carla Humphrey explained that for a person to be considered to have had their civil rights suspended, two conditions must be met: one is that an arrest warrant is proven and there is an act consisting of evading the authority of justice to avoid being subject to criminal proceedings.
“No, we can decide to suspend Javier Corral’s civil rights, because the second condition necessary for him to be considered a fugitive from justice has not been met. Let us remember that in the case of Cabeza de Vaca there were indeed arrest warrants, including an Interpol red notice against him, and as a result the electoral authority determined that his civil rights were suspended,” he said.
After that, INE approved Javier Corral to occupy a seat in the Senate, since he is in ninth place in Morena for the upper house.
