In the budgeting of the federal judicial election, the INE contemplated the installation of sectional boxes to reduce the number and reduce costs, since this year suffered a cut of more than 13,476 million pesos.
When 19 entities were added to the realization of local processes to renew their judicial powers, it was agreed to request the local electoral public organizations (oppos) their “cooperation”; This Monday in the general meeting the project, the amount and the sources of financing was modified.
The head of the Executive Directorate of Electoral Training and Civic Education of the INE, María Elena Cornejo, explained in session of the General Meeting that the resources requested from the OPLES are a third of what will cost the aforementioned hiring, while the INE will assume the remaining two thirds of the total amount.
“It is necessary to have the collaboration of the OPLAS for the purpose that they contribute a total amount of 358,839, 979 pesos necessary for the payment of fees for the period included from April 28 to June 10, 2025, in order to carry out the integration activities of the Board of Directors of Sectional Basques, Training and Single Electoral Assistance,” said the official.
However, he explained that in the case of five entities, the INE will assume the partial payment of eventual workers and the states will only cover the costs of the last two months.
The entities that will be in this situation are five, but four of them: Colima, Nayarit, Yucatán and Zacatecas are marked at “high risk” – according to the last report on the financial situation of the OPLAS -, since their local congresses approved the judicial reform and ordered the elections of local judges, but have not endowed with the necessary resources.
By absorbing part- and not the totality- of the costs, the INE will “save” 42 million pesos, said the official.
Another state that the INE will partially support is Aguascalientes and in the five, Cornejo said, “a budget for the payment of supervisors and trainers fees for the full hiring period, that is, from February 1 to June 10, 2025 ”.
“And derived from the contributions committed by the oppos of these entities, based on the financial annexes, the inexpensive will be missed for the payment of said figures for the period from February first to April 27, 2025, while the oppos will do so in the period from April 28 to June 10 of the annuity,” he explained.
Since the INE has the attribution of carrying out the electoral training in local and federal elections, when there is a concurrent choice, that is, when processes coincide at both levels, and given that there are unique boxes, institute and OPLES sign agreements so that they finance part of the integration of boxes, particularly electoral materials (screens, polls, crayons); On this occasion it was resolved to partially collect trainers.
On this occasion, difficulties have faced that the OPLES assume the expenses, since most have suffered a cut to their budgets, they have not authorized an extension to fulfill their local judicial reforms that ordered them to carry out the judicial elections in those states, or they have been authorized partially.
