Industries ask for taxation of bets to finance health and education

CNI: Brazilian investments in the US grew 52.3% in a decade

A manifesto from the National Industry Forum (FNI) calls on the government to create a tax on calls bets as a way of equalizing taxation between online betting and other segments of the economy. Coordinated by the National Confederation of Industry (CNI), the movement argues that this game of chance is the cause of health problems and can consume a large part of families’ income, “which previously went to savings, leisure and food”. According to the manifesto, family spending on betting reduces consumption in productive sectors.

The productive sector’s proposal is that the resources from this contribution finance health and education initiatives. Regulation of the betting sector was made official in January this year.

“Brazil needs more effective instruments to contain the impacts caused by excessive growth in betting. Just as it is urgent to correct the unequal treatment in relation to the productive sector – the one truly responsible for creating jobs, boosting income, fostering innovation and sustaining the competitiveness of the economy”, write the signatory organizations.

Entities from different sectors signed the manifesto, such as the Brazilian Association of the Toiletries, Perfumery and Cosmetics Industry (ABIHPEC), Bioenergia Brasil and the Brazilian Association of Footwear Industries (Abicalçados). In other sections, they make reference to diagnoses already carried out on the betting sector.

Survey by the Locomotiva Institutefrom mid-June, showed that six in ten bettors used irregular platforms this year.

Current legislation allows only licensed operators to operate in the country and provides, among other supports, protection mechanisms for bettors. The proportion of people who admitted to having placed bets on bets irregularities this year was 61% and the research showed that people with lower income and less education are more susceptible to losses, as they are unaware of their rights on these platforms.

“If approved this year, CIDE-Bets would come into force in 2026, with the potential to reduce actual spending on virtual betting by 22.5% and provide public coffers with an additional revenue of R$8.5 billion”, they estimate, according to the document.

At the beginning of the month, the Chamber of Deputies removed it from the agenda Provisional Measure 1,303, sent by the federal government, which intended to increase taxes on financial investments, bets and fintechs and brought spending-cutting measures to compensate for the partial dehydration of the decree that raised the Tax on Financial Operations (IOF).

According to the Minister of Finance, Fernando Haddad, the public spending review measures provided for in the MP will be incorporated into a new bill.
