Industrialists from Uruguay, Bolivia and Paraguay reject the collection of Argentine tolls on the waterway

“The agreements on the waterway must be respected”, affirm the Chamber of Exporters, Logistics and Investment Promotion of Santacruz (Bolivia), the Paraguayan Industrial Union (UIP) and the Uruguayan Chamber of Industries (CIU).

These entities that represent a sector of great incidence in the development of the regional economy, expressed on Friday their concern regarding the implementation of the Resolution No. 1023/2022 of the Ministry of Transport of Argentina.

as reported The Observer, This measure imposes a toll of US$ 1.47 per net registered ton of vessels that carry out international transport in the Puerto de Santa Fe-Confluencia section of the Paraguay-Paraná Waterway, as of January 1, 2023.

The industrialists issued a statement in which they maintain that the measure “represents a violation of regional regulations, which will mean a cost overrun for importing and exporting companies, affecting all logistics costs.”

Argentina’s resolution “also establishes a discriminatory treatment with respect to cabotage charges to which it fixes a fee of A$ 1.47. It is important to remember what is established in the River Transport Agreement for the Paraguay-Paraná Waterway, in its chapters I to IV: principles such as Freedom of Navigation, Equal Treatment and Freedom of Transit, which are being violated with the implementation of this resolution,” they said.

“We request the authorities of our respective countries to take the necessary steps for its repeal, while we call on the Government of the Argentine Republic to adopt the necessary measures to rectify of this situation, so that the agreements signed on the matter are respected, ensuring and guaranteeing the good performance of international trade,” the statement added.
