The director of the Dominican Institute of Telecommunications (Indotel), Guido Gómez Mazara, informed that this institution works in the locking of signals in five prisons and that in one of them they detected a witchcraft center.
“The other days we detected in a prison center a source of witchcraft consultation and the money of the consultation to an account was deposited,” revealed the head of Indotel.
Gómez Mazara explained that with the inauguration of Las Parras, that institute will install a series of technological laboratories in that prison.

The SCJ approved the regulation that establishes the guidelines for the application of digital documents and signatures in the exercise of the notarial function, which, on the consideration of the president of the High Court, Henry Molina, with the instrument there is a firm step towards the consolidation of modern, close, accessible and committed justice with democratic values.
In accordance with resolution number 50-2024 of the Plenary of the SCJ, the measure seeks to modernize and facilitate the notarial processes, guaranteeing the safety of the documents in digital format, in response to the provisions of Law No. 140-15, on Notaries, and Law no. 126-02, on electronic commerce, documents and digital signatures.
The initiative has the support of the Dominican College of Notaries, the Dominican Institute of Telecommunications, the Ministry of Foreign Affairs and the Association of Multiple Banks of the Dominican Republic.
During the act, the president of the SCJ argued that the approval of the regulation is due to the process of transformation of an open, human, efficient, digitally competent and committed judicial power to the rule of law
“With the entry into force of this legal framework, citizens can carry out notarial procedures from anywhere, eliminating geographical costs, costs and obstacles. This represents a substantial change in access to services, especially for those who live in remote areas, for people with reduced mobility, and for those who require rapid and efficient responses without losing legal certainty,” he said.
He assured that the new framework reinforces the function of the notary as guarantor of the public faith, and fully retains its legitimating role, with tools to exercise it in virtual, more agile and safe scenarios.
“The principle of integrity of the documents, the protection of personal data, the monitoring of each modification through traceability mechanisms and the guarantee of confidentiality, constitute indispensable ethical and technical shields in this new era,” said Henry Molina.
The Dominican College of Notaries (CDN) is the institution responsible for exercising permanent surveillance to guarantee compliance with ethical and legal norms for the elaboration of notarial instruments with safe digital firms. For this, the CDN must make a previous evaluation of those who wish to enable to issue safe digital signatures, and will teach the necessary training.
After obtaining said authorization, notaries may request their qualified signature before the certifying entities endorsed by the Indotel, according to the current regulations. In the case of consular officials, this qualification must be carried out by the Ministry of Foreign Affairs (MIREX). Likewise, the measures are applicable to the officials designated as consuls abroad.
Similarly, the Board of Directors of the Notarial Management Platform is the collegiate body responsible for making strategic, administrative decisions, monitoring, supervision and operation for this Regulation, which will enter into force within a period not exceeding 12 months from the date of its publication.
