The Chamber of Deputies approved this Wednesday (13) the urgency regime for the processing of bill 1958/21, which reserves 30% of the vacancies offered in public competitions within the scope of administration for black and brown people, indigenous people and quilombolas. federal public.
The proposal, authored by senator Paulo Paim (PT-RS), has already been approved by the Senate in May of this year and passed through the Amazon and Original and Traditional Peoples Committee of the Chamber of Deputies. The urgency of the proposal in the Chamber was approved by 272 votes in favor and 140 against.
The text increases the proportion of quotas in public competitions from the current 20% to 30%, in addition to including the indigenous and quilombola population. Currently, racial quotas for competitions only reach the black population (blacks and browns).
According to the project, the quota rule will cover simplified selection processes and will involve direct public administration, local authorities, foundations, companies and mixed-capital companies controlled by the Union. The text provides for a review of the policy after ten years. The 30% reserve will be valid whenever two or more places are offered and will be applied if, eventually, others arise during the validity of the competition.
The rapporteur of the proposal, deputy Carol Dartora (PT-PR) argues that the objective of the proposal is to confront the exclusions that affect black, brown, indigenous and quilombola people in a specific way and allow the quota policy to achieve its objectives more quickly.
“The diversity of people in public service broadens the perspectives from which political and social problems are viewed, increases the diversity of solutions and improves the form and execution of public policies. This brings greater efficiency, quality, effectiveness and efficacy to the public service”, says the parliamentarian.
