Its implementation aims to reduce “the impunity of those who commit crimes”, give “greater protection to citizens and members of the public force as well as greater tools for the judges who apply justice”indicated the Government.
Among the highlights of the new law is that whoever murders a member of the Public Force, a human rights defender, a minor or a journalist will receive the highest penalty contemplated by law for this type of crime: up to 58.3 years in prison, the highest sentence in the country.
A key part of the norm that comes into effect is that it provides the authorities with the legal instruments and economic resources necessary to counteract crime, especially in the country’s cities.

“This initiative thinks about the ordinary citizen, the citizen who goes out to catch TransMilenio, the citizen who goes out to catch a public bus to go home or work, the citizen whose cell phone is stolen, the citizen who all days is the victim of a crime, providing greater tools to the judges to punish the violent ones who disturb their tranquility”, Interior Minister Daniel Palacios said.

10. Public-Private Partnerships (PPPs) may be carried out for the construction and equipping of the country’s prisons.
