The Morena bench in the Chamber of Deputies estimated that within the next 10 days the initiative on water will be ruled on, and confirmed that it will have changes on the issues of concessions and inheritances, among others.
After speaking with the director of the National Water Commission (Conagua), Efraín Morales, the coordinator of the cherry legislators, Ricardo Monreal, declared that they are seeking to modify the Executive’s proposal, so that “the successions or transmissions go with the same characteristics that they currently have in terms of time and volume that the original concession has. That this right is not altered,” he stressed.
Another thing that will surely change is “that the land goes together with the water in the case of sale, transfer of ownership, and that these rights acquired by producers and for generations are maintained.”
Monreal stressed that the ruling and the probable approval will not be the same as the initiative. “Here there will only be a deep reflection, nothing that not a single comma is modified. Yes, the bill will be modified and it will be for the benefit of water users.”
For the rest, he explained that many of the expressions expressed in the forums about the water proposal “are right.”
In turn, the coordinator of the Institutional Revolutionary Party in San Lázaro, Rubén Moreira, minimized the announced changes. “It has emerged that it will be possible to inherit. Yes, but as long as they have authorization from Conagua.”
He estimated that the section that the concessions are temporary will be left out. “Who is going to invest in drawing water if after 15 years they take away your well?” he questioned.
