In steamroller mode, Morena advances Plan B of AMLO's electoral reform

The possibility of reversing Plan B is falling

This Monday the 12th, in the morning, the day began with wide expectations for the opponents, after Monreal revealed the day before that the Senate would return the entire bill to the Chamber of Deputies, and would not allow, through reforms to secondary laws, amended the Constitution, as they did.

The optimism was reinforced after the Secretary of the Interior, Adán Augusto López, met with the bench of the fourth transformation: Morena, the Labor Party, PVEM and Social Encounter (PES) and at the end the Morenista leader indicated that in total he identified 21 “blocks of unconstitutionality”, that is, sets of articles contrary to the Magna Carta.

It also reported that the federal official had agreed to correct the 70 articles indicated –grouped into 6 “blocks”–, but would review another 15 blocks with more amended articles contrary to what the Constitution establishes.

At the meeting, Monreal said, he expressed his concern about these excesses, in addition to worrisome changes in terms of electoral organization or re-election, and the vices of the procedure in the Chamber of Deputies “that is not easy” to correct.

Among them the express voting and incorporation of last-minute changes that had not been authorized, or “errors” as the Morena coordinator in that Chamber, Ignacio Mier, called them.

“If we do not correct, we give elements to the Court so that the actions of the Legislature can be reviewed,” Monreal explained in the private meeting with the head of Segob.

But those alerts did not change Morena’s decision to take out Plan B this week.

And the opinion of the minutes passed but with changes, in the Governance Commission, with 10 votes of the 4T, one against, from the PAN member Indira Rosales, in just 45 minutes, without arguments and with the departure of the rest of the opposition .

The senators of the containment block left the session in rejection, explained Rosales – who stayed to express the opposition position – to improvise an ordinary meeting alone and not wait for joint commissions, since the one that also had to rule on the electoral reform, that of Legislative Studies, lacked a quorum.

The senators from Morena Mónica Fernández, Eunice Romo Molina, Rocío Abreu, Eli César Cervantes, Verónica Camino Farjat, Imelda Castro, Cesar Cravioto, Cecilia Sánchez, Navor Rojas and PVEM Israel Zamora voted in favor of the opinions.

Although there was no legislative argument on the origin of the changes, there were political positions. Senator Cravioto repudiated the departure of the opposition and warned him: “The only thing they want is to postpone what we already know is going to happen. With majority votes we are going to get this reform out. (But) we don’t need these reforms to sweep through 2024.”

However, the opposition claim for having announced substantive corrections to unconstitutional reforms, which did not happen, was made at night by Senator Germán Martínez Cázares, of the Plural Group, who has insisted on inviting Monreal to leave Morena.

“I call on Monreal to stop verbal juggling, that it was enough to pull the league on the president. Does he want reinstatement in Morena? let him say it It is time for definitions. Define yourself, Senator Monreal, it was lukewarm, it was good to be playing. We have supported him in the opposition for president of the board of directors and of the Senate,” he warned.

Enough, he said, of “going around looking for capital in the opposition and then going to collect it from the government or going around looking for the government to come and collect it from the opposition, that’s not it. Let him pull out the comb well and define which side he is on. On the side of the restoration of authoritarianism and weakness of the INE or defend the effectiveness of the INE”.

Martínez Cázares participated in a night session of the Legislative Studies Commission, where he warned that the opinions maintain the intention to dismantle the INE and all for “revenge” of President Andrés Manuel López Obrador.

“It is not necessary to dismember the INE for the opinion of two directors who are leaving in April. It is not necessary to disembowel the 300 committees that organize the elections, put up polling stations, assemble the modules, ”he said.
