The process in ‘stand by’
The election of the four INE directors who will take office on April 4 began with the call issued in December, to constitute a Technical Evaluation Committee (CTE) of seven members, who will be the ones to review the files of all interested parties. , apply exams, interview them and, after these stages, propose to Jucopo four lists of five suitable profiles for the position.
The National Institute for Access to Information and Protection of Personal Data (INAI) and the National Human Rights Commission (CNDH) have already proposed four members of that CTE, two each, while Jucopo must designate three people. more.
In addition, it must correct the call for the process to guarantee – by order of the Superior Chamber of the Electoral Tribunal of the Federal Judiciary (TEPJF) – that the CTE works with full autonomy (and not submitting partial reports of its progress to the Jucopo, as were the bases) and that the designations be in parity. These modifications will be made until February 1, the date on which Congress will resume its ordinary sessions.
That is why the process is practically in its initial stage, of integration of the CTE, the body that will examine all the applicants to integrate the INE. When that Committee sends the quintets to the Jucopo, it must present them to the Board of Directors of the Chamber of Deputies, so that they can be voted on.
In such a way that they will be electoral advisers, who obtain a qualified majority of votes, that is, two thirds of the legislators present, that is, 334 in case 500 attend.
Va Por México regroups against Electoral Reform
Although the PRI gave Morena its votes in favor of the extension of militarization until 2028 and thereby breached the “constitutional moratorium” that the opposition coalition Va por México announced to reject reforms to the Constitution, that opposition bloc reunited to reject , together, electoral reform both at the constitutional level and via secondary laws.
The coordinator of the PAN, Jorge Romero Herrera, said that the block of Va por México will also continue to be united in this process of electing INE directors.
He admitted that he did not put a lock on the PRI to prevent him from voting again with Morena.
“No moorings, we are simply determined, sure that we are going to function as a parliamentary coalition and for what the people elected us to defend the Constitution and democracy,” he clarifies.
Both for the PAN member and for the leader of the deputies of the Movimiento Ciudadano (MC) party, Jorge Álvarez Máynez, it will be crucial to achieve this objective, that the CTE, which will be the “great filter” of the process, guarantees that they pass until the vote. of the plenary session, suitable profiles, impartial and with the capacity to be good advisers of the INE.
“There is a great filter, first there is a CTE and that is where we are going to hyperverify in Jucopo that the people who make it up are people who really do not have any chromatic affiliation, that will be our maximum effort,” he said. Romero Herrera.
It is clear -he admitted- that those of Morena “will seek to have in the CTE, we are not naive, but we are going to defend that there are profiles of another type”, since that Committee will be definitive for the integration of the quintets.
“The first thing to defend is the CTE, it is a fundamental battle. (The evaluation) has always been done with professionalism, even in the 64th legislature in which Morena already had a majority, the Committee behaved up to the task. This is the first battle and we cannot allow Morena to capture the INE”, established Álvarez Máynez.
“When we were together with them in the opposition, we always said no quotas or buddies and it turns out that now when they came to power they have put all the quotas and all the buddies. So this is a fundamental battle and in the MC we are ready to give it”, warned the orange leader.
